Planner Meeting called to order at 5:00pm. The meeting was held remotely due to the COVID-19 pan- demic and was videotaped. Minutes from 4/28/21 revoted as amended. Motion by Councilor Gomez, second by Councilor Conniff. Approved 3-0 Mayor Communication: None Public Speak: Carolyn Cushing requested an overview and more information about the budget process. Councilor Gomez offered to help anyone who had questions about the budget. New Business 1. BUDGET REVIEW FY22 FULL BUDGET CAN BE FOUND HERE: A. https://easthamptonma.gov/component/fileman/file/ FY22%20Proposed%20Budget%20Book.pdf.html? routed=1&container=fileman-attachments B. Revenue - Request to provide a list of the sources for all revenue sources for 2022 budget. Reviewed the current YTD revenue. As of May, 2021 is showing the % of revenue received. The revenue received is greater than 95% with 6 weeks to go in the FY. C. General Government - $ 1,953,507.59 • City Council - Only change is due to the voted increase in salary for City Council President. • Mayor’s Office - Changes were made to reflect the skill sets and the needs of the office. Key staff shifted to new pay plan schedule. Increase to salary for Mayor. Jen Gallant, Treasurer noted a typo in the Principal Clerk line… from $26,175 to $19,175. Councilor Gomez noted that there was a math er- ror in the Supplies and Service section detail. Bottom line numbers are cor- rect. Reduction for Attorney is approved because overages will not come from the General Fund. • Licensing Board - Training is a state regulation mandate. Often this is not local training. • Auditor - Increased training budget. • Assessor - Removed travel from budget. • Treasurer - Focus on Cares and FEMA funding in 2020. Payroll Clerk does payroll for Schools. Assistant Auditor does payroll for the rest of the city. • Central Purchasing - Nothing outstanding to report • Technology - Tech Technician was meant to be a temp position. Subse- quently it was made into a permanent position. Licences line item increased because of new technology licenses with Google and MicroSoft increase. • Tax Collector - Level Funded • Human Resources - Will review next week as the HR director is out of town. • City Clerk - Virtually no change to this budget from 2021 • Elections - RCV is included in the budget. Election workers line is much lower because we only have a municipal election this year not a Presidential election. • Planning - Note that assistant planner salary is only part of the salary. The remaining is paid under CPA budget. • Building Operations - Custodians for city buildings. D. CPA - $562,500 - Must budget 10% each for Open Space ($80K), Historic ($80K), and Housing ($80K). Old Town Hall match ($250K), Administration is $20,500,  Reserve is $52,000. CPA budget is dependent upon how much they receive from state.
