Meeting called to order by Councilor Peake at 5:30 pm

2. Approval of the Prior Meeting Minutes: Minutes from March 12, 2025

Supplemental Appropriation:
$18,168.28 from Capital Stabilization to upgrade the city’s ICP voting tabulators
City Clerk LaBombard explained the need for upgrade voting tabulation
machines (ICP). There are currently 8 machines - 6 were purchased in 2018 and
2 additional (from grant money $150/each) in 2020.
The vendor (LHS Associates) proposed an upgrade to Gen2 tabulators
and retro tting them to our ballot boxes. These new tabulators would be
slightly faster than the current ones but would allow for faster processing
in ranked choice voting races.
Only 7 will be retro tted. 1 will be traded in. $36,400 (for 7) - $1000 (for trade-
in) -$8400 (discount) - $4876.54 (Unused Extended polling money from state) -
$2955.18 (election budget) - $1000 (left over from FY25 budget) leaves total of
$18,168.28 in this request.
A one year warranty is included so this will save $2000 in maintenance for
the 2026 election.
Councilor Conni asked if the tabulators will have clearer messaging (i.e. error
messages) and Barbara said that they would.
Councilor Conni suggested that any increase in processing time would be
welcomed as she has worked several elections and counting/processing ballots
can be very slow.

Motion by Councilor Denham to approve the Supplemental Appropriation of
$18,168.28 from Capital Stabilization (fund #085) to FY25 Voting Equipment
(acct#: 001.1620.5812.2025 upgrade the city’s ICP voting tabulators
Second by Councilor Conni . Vote 3-0 APPROVED
5. Continuing Business:
Quarterly scal reports from the City Auditor
5.1. Hetal Patel reported that the City Audit is underway by external auditors.
Once completed, Hetal will be able to prepare 2024 nal report as of
12/31/2024. Likely will be presented to Finance Committee in 1-2 more
meetings
5.2. Future budget meetings for 2026 Budget:
4/28 @ 5:00pm Revenue, General Govt. CPA
4/29 @ 5:30pm Public Safety, Human Services
4/30 @ 5:30pm Public Works, Enterprise, Culture & Recreation
5/12 @ 5:00pm Education, Debt and Interest

5/21 @ 6:00pm Vote in City Council
6. Next Meeting: TBD
Finance Committee wished City Clerk Barbara LaBombard best wishes as she retires
from the City.
No additional business to discuss.
Councilor Conni made motion to adjourn, Councilor Denham seconded. Vote: 3-0.
