Finance Committee Minutes September 24, 2025 Members present: Chair Tom Peake, Councilor Koni Denham, Councilor Peg Conni Members absent: None Also in Attendance: Hetal Patel, City Auditor- Brook Johnson, Treasurer - Interim Mayor Salem Derby, Greg Nutteman - DPW Director Meeting called to order by Councilor Peake at 5:30 pm 1. Approval of minutes from past meetings • No minutes to approve 2. Mayor’s Communication: None 3. Public Speak: None 4. New Business: • Interdepartmental Transfer: • $16,250 from Contributory Retirement to: • Police Clerical $8,190.00 • Fire Clerical $4,640.00 • Technology $1,300.00 • COA Outreach worker $1,110.00 • COA - Clerical $1010.00 To fund reinstated hours for AFSCME union positions - This will be backdated to September 14, 2025 Motion by Councilor Denham, Second by Councilor Conni to approve. APPROVED 3-0 • Supplemental Appropriation Request: • $105,918.59 from General Stabilization to FY26 Safety Complex Generator Repairs for legal costs billed in Fiscal Year 2026 - • This appropriation will be used to fund repairs to the Public Safety Complex backup power unit including generator end unit removal & overhaul, control unit upgrade and the backup rental power cost associated with this work. - During a routine elevator inspection, it was revealed that the generator was not producing power requiring immediate repair. If not for the elevator inspection, the failure would still have been discovered in less than a week as this is tested weekly. Motion by Councilor Conni , Second by Councilor Denham to approve. APPROVED. 3-0 • $5,830.00 from the Reserve Fund for Auditor Salary -temporary increase in hours for auditor by 5 hours/week until 12/31/2025. Addressing current backlog. Deferred from last meeting until the request for unfunded hours for AFSCME could be addressed in the same meeting. ff ff ff  MOTION by Councilor Denham, Second by Councilor Conni to approve this increase. APPROVED 3-0 5. Continuing Business: - Quarterly scal reports from the City Auditor - awaiting these when the books for FY 2025 close. No new information. - Rescinding of borrowing authorizations for CitySpace restoration & Honeywell Energy Cons. • City Auditor Hetal Patel requested this item be addressed in another month or so in order to get an accurate re ection of the exact numbers to be rescinded Motion to adjourn at 5:50pm, by Councilor Conni and seconded by Councilor Denham.
