City Council - Ordinance Committee

Ordinance Committee Meeting 4/9/2020 17:30 Meeting was attended remotely via zoom and recorded Members present Salem Derby (chair), Thomas Peake, Owen Zaret Meeting called to order Minutes from prior meeting to be reviewed and discussed at the next meeting Rebecca Belofsky and Lee Shure spoke during public speak in support of the city and to thank the council for all they are doing in a difficult time Dan Rist spoke regarding plastics. He proposed a longer period 18 months to enact the ordinance, and greater penalties. Planner Bagg attended the meeting. He discussed the need to address language around cannabis zoning in the Highway Business district. Current language only allow preexisting buildings. All the councilors were in support of discussion, but the item needs to be introduced to the committee through the full council and can then be reviewed. The committee reviewed the proposed plastics ordinance. Specific items included: 1) Should fines be increased to 100 and 200 dollars 2) Should the year period to date of enforcement be maintained. The committee agreed to keep the period of a year, and that if needed this can be amended Councilor Zaret agreed to review the proposed language with the health agent. The committee agreed to take this up again end of May or June The proposed cannabis set backs in highway business abutting residential areas was discussed. Councilor Derby maintained that we need equity in zoning Councilor Peake asked why this specific industry requires special zoning The item was continued to next meeting. Next meeting was set for 4/23 at 17:30 Meeting adjourned (Peake motion, second Zaret, 3-0)
