Ordinance 11/30 Meeting was conducted via zoom and recorded 19:00 Present Salem Derby,Owen Zaret,Tom Peake Minutes from 10/12, 9/28 were approved 3-0 (motion zaret, second Peake) Public Speak No public speak Agenda Groveland street Keith Cernak spoke to the reason for rezoning. Discussed family’s experience with Groveland and the car dealership. Discussed family’s history in Easthampton. Talked about 40R There was some discussion about the history of an overlay district and the history of the parcels on Groveland Danielle Martineau: Raised questions about the businesses that had been mentioned last visit (starbucks, Wendys) and how these could affect traffic, etc in the neighborhood/on the street Tom Peake discussed 40R possibly extending into residential parcels JP Kwiecinski had questions about the process for this proposal. Also noted he has heard from many constituents that they are against this change. States that property is not surrounded by commercial but ordered on 3 sides Brendan Leith 89 Northampton St Unease about changing zoning. Understands new businesses in properly zoned area not supportive of changing zones Deborah August 21 Groveland St Comment on Mountain View st is a paper road. All woods behind Groveland. She was confused about last meeting and understood that there were offers for commercial business interests. Feels that such a business would disrupt the neighborhood. A commercial business would disrupt the neighborhood Tom Peake asked what is the process for moving part of the 7 Groveland parcel to the HBD parcels and keeping the rest residential Jeff Bagg stated a portion of a parcel could be rezoned possibly. There could be a non conforming issue need to look at the set backs. Disccusion about the general process continued among the committee for partial transfer from one parcel to another. There was consensus that a map demonstrating what a reconfigured parcel would like would be helpful A site visit was set for 12/11 approximately 10 AM Vacant storefronts Briefly discussed. No votes taken The committee voted to adjourn at 20:07 3-0 in favor (motion Peake, second Zaret)
