City Council Ordinance Meeting Meeting Minutes: March 3, 2022 Online via Zoom Councilor Derby called the meeting to order at 6pm. Ordinance Committee Members Present Councilor Salem Derby (Chair), Councilor Tom Peake, Councilor Lindsey Rothschild Also in Attendance EDIC Members: Tom Brown, Gwynne Morrissey, Chris Korczak Donna Cuipylo, Lindsi Mailler, Bri Eichstaedt Approval of Minutes A motion was made by Councilor Peake and seconded by Councilor Rothschild; it was unanimously voted (3-0) to approve the minutes of 2/17/22. Public Speak Time: New Business: a) Amend city ordinances to add position of Executive Assistant to the Pay Plan -Not discussed Old/Continuing Business: a) Vacant storefront ordinance Areas Discussed: - How is it delineated between temporary vs. chronically vacant - Goal - to try to get property owners to pay attention and actively try to not be vacant - Outreach to current property owners with vacant storefronts - Is the fee enough? Could it be a compounding fee? - Additional fee for blighted/condemned buildings? - Need to include building commissioner and potentially fire department and health department in discussion - Causes of vacant storefront? If we know causes, the city can provide resources and support to support businesses. -Ability to provide waivers -The registry will provide a clearinghouse of available properties for businesses seeking space  b) Ordinance Committee’s Final Report Review -not discussed March 8, 2022: continued public hearing with the Planning Board March 22, 2022, 6pm: Amend city ordinances to add position of Executive Assistant to Pay Plan March 29, 2022, 6pm: Vacant Storefront Ordinance A motion was made by Councilor Peake and seconded by Councilor Rothschild; it was unanimously voted that this meeting adjourn.
