City Council - Ordinance Committee

City Council Ordinance Meeting Meeting Minutes: March 22, 2022 Online via Zoom Councilor Derby called the meeting to order at 6:02pm. Ordinance Committee Members Present Councilor Salem Derby (Chair), Councilor Tom Peake, Councilor Lindsey Rothschild Also in Attendance Councilor Homar Gomez, Lindsey Mailler (Mayor’s office), EDIC Members: Cassie Eckhof Approval of Minutes A motion was made by Councilor Peake and seconded by Councilor Rothschild; it was unanimously voted (3-0) to approve the minutes of 3/3/22 and 3/8/22. Public Speak Time: New Business: Old/Continuing Business: a) Amend City Ordinances to add position of Executive Assistant to the Pay Plan - Reviewed letter and job description received from the Mayor (see attached) - A motion was made by Councilor Rothschild and seconded by Councilor Peake; it was unanimously voted (3-0) to amend City Ordinances to add the position of Executive Assistant to the Pay Plan to the full City Council b) Vacant storefront ordinance -Reviewed changes proposed by Councilor Derby (see attached) Questions needed to be asked: How long are business certificates valid? (City Clerk)  Who is triggering the 90 days vacant? Is it complaint driven?(Building Commissioner) Cassie Eckhof will do an analysis of other city bylaws and ordinances to identify the hardship clauses in towns with vacant storefronts, fee structures and processes for identifying and registering properties c) Ordinance Committee’s Final Report Review -Councilor Derby will check in with the City Clerk about bundling the ordinances d) Zoning Amendment – Affordable Housing overlay (continued public hearing with the Planning Board scheduled for March 29th) Next meetings: March 29, 2022 & April 11, 2022 A motion was made by Councilor Peake and seconded by Councilor Rothschild; it was unanimously voted that this meeting adjourn.
