Ordinance Committee Minutes October 4, 2022 Members present: Councilor Derby, Councilor Riley Members absent: Also in Attendance: Councilor Gomez Meeting called to order by Councilor Derby at 6:00 pm 1. Public Speak Time: Shelly Fournier – Deceptive practices should be dealt with at the state level not municipal, this puts the city at financial risk and opens the possibility of litigation. She discussed the vandalism at Bethlehem House. Provided the subcommittee with information related to Jane’s Revenge. Laura Baldwin – Believes we should be supporting pregnancy centers as these organizations represent the public. Spoke on vandalization. Urged us to practice inclusivity and equity for women and families. Bob Sass – Spoke on behalf of the Bethlehem House services and benefits. He spoke about the vandalism and the role the CPC Ordinance played in stoking violence. Cathy Pelletier – Spoke against the CPC ordinance and its specific targeting of CPC’s and not more broadly organizations that engage in deceptive advertising. Nori Coleman – Spoke against the CPC Ordinance, spoke about deception in general and the protection of poor people. Dick Pasquini – Board of Directors of Bethlehem House spoke about the vandalism that took place due to the CPC Ordinance. He talked about the volunteer work and charity efforts. Dorothy Parker – Women that come to Bethlehem House have already decided they want to keep their baby and request resources like diapers, clothes, etc. Steve Rich – Spoke on behalf of the Bethlehem House. Believe it’s too important to the community to be marred by the CPC Ordinance. Sandra Zieminski - Feels that Bethlehem House has been singled out. Believes that deceptive practices should be more broadly defined and applied to all organizations. Mark Grier – Wanted to know the update on the vandals. 2. Approval of outstanding meeting notes: Meeting minutes for March 22nd, March 29th, and May 9th will be approved at the next meeting. Councilor Riley cannot vote on these minutes, and we do not have a quorum to vote tonight.   Councilor Riley made a motion to approve meeting minutes for August 4th and September 20th. Councilor Peak seconded, Vote: 2-0 Approved. 3. New Business: The Director of Council on Aging spoke on behalf of amending City Ordinances, Chapter 7, Sec. 7-17a to add COA Program Manager – Grade D. She stated that the pandemic changed the scope of job responsibilities and activities to be more holistic incorporating social work and human services needs. The new responsibilities are beyond a Grade B position.  A motion was made by Councilor NAME, and Councilor NAME Seconded. Vote: 0-0 APPROVED / REJECTED that (INSERT LANGUAGE) 4. Continuing Business: 5. Other: Next regular meeting: DATE at TIME. Councilor Riley made a motion to adjourn, and Councilor Derby seconded. Vote: 2-0. Meeting adjourned at 6:49 pm.
