Ordinance Subcommittee Meeting Minutes for 4/1 at 6:00pm Present: Councilor Denham, Concilor Smith, Councilor Derby I. Request to review the Municipal Opt-In Specialized Stretch Energy Code a. This is a code that will limit the types of materials new buildings in Easthampton would have to follow in order to receive further funding as a Green City; there are many reasons for it and a few against it, we have agreed to discuss this more at the next meeting to be able to understand the code more and to get input from stakeholders. II. Request for temporary moratorium on use of sewage sludge/fertilizer in Easthampton: a. . Councilor Denham discussed the rationale for why this is something to consider. b. We agreed that we would contact different stakeholders in the City to ask their opinion on this matter. III. Continuing Business: a. a. Amend zoning ordinance - Proposal to amend Section 10.0 (Signs) Subsection 10.04 (m) to allow Electronic Message Centers in the downtown and highway business districts; to strike 10.04 (m) (iii) and 10.04 (m)(5); and add a new section 10.04 (m) (4) to allow for Public Service Announcements. b. We agreed that the ordinance language should be changed and a public hearing with the Zoning Board needs to be scheduled. IV. Motion to adjourn made by Council Smith, Seconded by Councilor Derby
