sOrdinance Subcommittee Meeting 11/4/24 I. Call to order 11/4 at 6pm Present: Councilor Smith, Councilor Denham, Councilor Derby, Councilor Gomez II. Motion to approve by Derby, seconded by Smith III. We need to have amendments for election sign signage moved before full council a. Motion by Derby; Seconded by Smith IV. Land Surveyor language: move to the full council. a. Motion by Smith, Seconded by Derby V. Ordinance: Council on Aging Ordinance language details a. There is a document that was shared; need to send this to us b. Tom: requested a document from city clerk about restrictions on boards and committees. She gave a list of all the boards and committees in the city. i. Some do not have a residency requirement, some do. ii. Do not require residency: 1. Board of assessors, health, public health, EDIC, parks and recs, planning board, zoning board a. If this was open-ended and had all members from out of town, it’s possible that the membership of all of these committees can be from another city. b. This has been in place since 1957 c. Will not affect any grants d. 3 Directors did not live in Easthampton c. Are we okay with more than one person from outside of town? i. We do want to make sure we have consistency in the boards across the city, maybe 1/3? d. Homar: We don’t have an issue here about not having enough members appointed. Gomez is still convinced one person is enough. e. Koni: If there are openings, there are multiple people that can serve on the committee f. Derby: I see this as a stop-gap for having not enough people on a committee. g. Brown: Limit to only this county? i. Homar: can’t limit to this county because Holyoke is our closest neighbor VI. Next meeting: 11/25 at 5:00 pm a. May include shrubbery conversation b. Agricultural meeting is meeting in December VII. Derby: We can make a vote right at the joint planning board meeting instead of having to meet again and wait for the report. VIII. Koni: We had removed the edits from a report that regarded Ordinance. I’d like to bring that back, I wasn’t a part of that particular process. IX. Derby: The Ordinance edits that we didn’t complete were complicated and a little more nuanced. X. Koni: We will bring that back for our agenda. XI. Motion to adjourn made by Derby; seconded by Smith.
