Property Committee Meeting Minutes: August 23, 2021 Councilor Zaret called the meeting to order at 6:00 pm Members Present: Councilors: Owen Zaret, Erica Flood, James P. Kwiecinski Also in Attendance: J. McCarthy (Eversource subcontractor), Nick Langone (Eversource Rep) Approval of Minutes: July 27, 2021 Motion (Flood) Second (Zaret). Kwiecinski abstains due to absence. Voted 2-0, minutes accepted. Public Speak Time: No comments from the public. New Business: * - Utility Pole Location: Request from Eversource Energy & Verizon New England to move one jointly owned pole on Colonial Avenue. The new pole will be located 25’ southwest of its existing location and 17’ southeast of the centerline of Colonial Avenue. The purpose of this new pole is to accommodate the driveway and new electric service to 22-28 Colonial Avenue Discussion of some confusion regarding the map presented with request. Standish Street does not exist, it was an old paper route that has been discontinued. Committee recommends adding the words “discontinued” over the street name on the map for reference for the record. Mr. Langone – sourced map from city GIS database. New construction, current pole is located in the middle of a design for a proposed driveway, moving the existing wires to a new pole. This is a complete replacement pole. Motion (Kwiecinski) to recommend the approval of request from Eversource Energy & Verizon New England to move one jointly owned pole on Colonial Avenue. The new pole will be located 25’ southwest of its existing location and 17’ southeast of the centerline of Colonial Avenue. The purpose of this new pole is to accommodate the driveway and new electric service to 22-28 Colonial Avenue. The city reserves the right to reserve provisions for the addition of city usage on said pole. Second (Flood). Vote 3-0. Motion passes. Continuing Business: * - Utility Pole Locations & Relocations (public hearing continued from the 8/4/21 City Council meeting): Request from Eversource Energy & Verizon New England to install three jointly owned mid-span utility poles and relocate four existing joint poles along Torrey Street to reduce excessively long wire spans which will improve system reliability. Discussion – relocation moves poles to borders of parcels rather than situating them in the middle of parcels. J McCarthy – identified a need to shorten distances between poles. Moving poles and adding a few additional to property lines to make it more palpable. Upgrading to larger higher capacity wire and shorter distances between poles. Increase system reliability to prevent outages. Motion (Flood) to recommend the approval of request from Eversource Energy & Verizon New England to install three jointly owned mid-span utility poles and relocate four existing joint poles along Torrey Street to reduce excessively long wire spans which will improve system reliability. The city reserves the right to reserve provisions for the addition of city usage on said poles. Second (Kwiecinski) Vote 3-0. Motion passes. *Public hearings scheduled for Sept. 1st City Council meeting. Motion to Adjourn (Kwiecinski) Second (Flood )3-0 Vote.
