Rules & Government Relations Minutes April 24, 2024 Members present: Chair Kwiecinski, Councilor Gomez, Councilor Tirrell Members absent: None Also in Attendance: Councilor Riley, Councilor Denham Meeting called to order by Councilor Kwiecinski at 6:30 pm 1. Public Speak Time: Councilor Gomez made a motion to suspend the rules allowing public to speak regarding issue with the pledge of allegiance at the beginning at City Council meetings and replacing it with a moment of silence, Councilor Tirrell 2nd, Vote 3- 0 Approved. 2 minute limit to speak. In Person: Lynda Broadhurst – pro pledge, Shelly Greenstein – anti-pledge, Cathy W. – pro pledge, Cathy Grey – pro pledge, Jean Pao Wilson – pro pledge, Carol Brodeaur – pro pledge, Jean Allen – anti pledge, Pam Hibbert – pro pledge, Jim Ramsey – pro pledge, Jen Sandler – anti pledge, Councilor Riley – pro pledge, Councilor Denham – anti pledge. On line: Max Swisher – anti pledge, Joy Winnie – pro pledge, Kiam Jamrog Mcquaid – anti pledge, Julie Thomas – pro pledge, Patty Covali – pro pledge, Carolyn Cushing – unsure, Darlene Orevito – pro pledge, Dan Broadhurst – pro pledge 2. Approval of the MONTH(s) meeting notes: none 3. Continuing Business: Councilor Gomez explains public speak time and it’s structure for the public. Councilor Kwiecinski states his support for keeping the pledge of allegiance at the beginning of City Council meetings. Councilor Tirrell also echoes support for the pledge to remain at the beginning of council meetings. Councilor Gomez sympathizes with both sides of the argument. Councilor Tirrell made motion to add a moment of silence to accompany the pledge of allegiance at the beginning of city council meetings and move it to the topic to the full council for review,, Councilor Gomez seconded. Vote: 3-0 Approved. 4. Other: The topic of rank choice voting will be moved to the next meeting while the committee awaits further information from the City Clerk. Next regular meeting: May 16, 2024 @ 6:30pm Councilor Tirrell made motion to adjourn, Councilor Gomez seconded. Vote: 3-0 Approved Meeting adjourned at 8:10 pm.
