ECA – Public Art Subcommittee Tuesday, February 24th, 2020 (rescheduled from 2/19 from 2/18) 6:15 pm Meeting Minutes Absent – Josh, Tracey 6:15 Public Speak – Denise announced that Josh will be stepping down from the committee because of scheduling conflicts. Approval of January 15th minutes – Marcia motioned for approval, Bob seconded, all in approval. ECC reception @ Galaxy – ECC’s grant recipient reception hosted by Galaxy was well attended. Mina Kim, Program Officer for Local Cultural Councils & Cultural Districts was in attendance. No further details were available. Union Street Pop-up Park and redesign – N.A.R. web site back online. David Murphy, City Engineer agreed to incorporate sculpture footpads on plans for public art placement. Pasqualina has meeting w/Mayor & City Planner on 3/9 to review grant possibilities. Ownership of land where Pop-up Park is proposed has not been determined. Jamie & Pasqualina will investigate. Committee questioned timeline of grant funding and the Union Street redesign project. Should the pop-up park grant application be submitted as-is and now or hold off to expand the application to include the additional sculptures planned for Union Street project. Paqualina will send Pop-up Park application proposal to committee for review. Determine property ownership for next meeting. Have a conversation with N.A.R. national office regarding the logistics and requirements of the N.A.R.’s Placemaking Grant vs. the Smart Growth Grant and for which grant the committee should apply. ** The committee voted to approve ECA’s Policy for Acceptance and Display of Donated Public Art. Bob motioned, JP seconded all in approval. Pasqualina will bring policy to ECA Coordinating Committee for approval and make the Mayor aware of policy. Artist’s Contract – Pasqualina will bring contract to Mike Owen’s after the committee reviews and discusses warranty and agency questions in March. Pasqualina is working w/Puffer on Fender Bender’s plaque. The web site has been updated with an image of the Union Street bike rack. Spreadsheet for Public Art budget – Pasqualina will send info to Jessica and bring spreadsheet to next meeting.
