ECA – Public Art Subcommittee Wednesday, August 19, 2020 Meeting Minutes Present – Pasqualina, Jamie, Marcia, Jessica, Bob, Denise, Tracey Absent – Jean Pierre 5:00 Public Speak – The Easthampton map located on pump house at the prommanade has been taken down temporarily to remove graffiti. Approval of July 14th minutes –Jamie moved to approve minutes, Bob seconded, all in approval, Jessica abstained. Public Sculpture at Council on Aging - ECA Coordinating Committee did not vote on requested funds ($500) for sculpture. Instead Casey volunteered to raise the full $1000 ($500 from Public Art matched by ECA) from local businesses. Since a RFP cannot be released until funds are secured the committee asked ECA to once again vote to fund the match of $500 and any money raised by Casey will be used in replacement. Artist Contract – Following information will be added. Denise and Pasqualina will decide language next week and send to Committee before September’s meeting for their review. Pasqualina will consult with City lawyer where needed. 1. Maintenance and Warranty by contracted artist of any public art project will be 1 full year unless decided otherwise by ECA Coordinator and/or Committee. 2. If maintenance, repair or refurbishing is needed after the expiration of Warranty ECA will make every effort for a period of 30 days to contact/inform artist of the issues. If feasible ECA will work with the artist to remedy the problems. ECA will strive to maintain the original character and intention of the artist. 3. Confidentiality a. Add section for media release (Pasqualina has) b. Ask City lawyer what section ‘e’ under General Provisions means. Should we omit? 4. Add copyright bullet from Pappalardo contract - Easthampton City Arts will jointly own the copyright of the image along with the artist. 5. Add under Independent Contractor: No subcontracts may be awarded by the CONSULTANT the purpose of which is to fulfill in whole or in part the services required of the CONSULTANT, without prior written approval of the CITY. Downtown Easthampton Wayfinding Grant – The City of Easthampton via efforts by the EDIC was awarded $15,000 from the 2020 Mass Downtown Initiative to formulate a wayfinding and branding program for the downtown. ECA/Public Art Committee representatives were part of the initial meeting in April. Updates - • Acceptance of Public Art Donation Policy – Pasqualina will bring to ECA CC and the City Council for approval. • Fender Bender Plaque – Pasqualina is working on getting a quote from a variety of vendors. • Painting of Power to the People – call to Amy no response yet. • Update from Brendan on N.A.R.’s program status – The program is up and running after a pause during Spring. Application deadline is 10/15. Sloan is currently creating the illustrated map needed for application. Pasqualina will consult with Jeff regarding funds possibly allocated from CPA and/or Mass DOT and project’s timeline. • Estimate for prepping Union ST. bike racks for painting – Pasqualina will ask M. Poole for estimate.
