Meeting Minutes
Present – Pasqualina, Jamie, Jean Pierre, Tracey, Marcia, Bob, Denise

Approval of 9/16 minutes – Jamie motioned, Tracey seconded, all in approval with the fixing of one type-o.
Public Sculpture at Council on Aging (COA) – contact with COA was unsuccessful over the previous month.
Pasqualina will share draft RFP with committee after meeting with COA. All suggested edits will be finalized at
November’s meeting.
Artist Contract template – the committee will finalize updated document in November.
Easthampton Map on pump house – Goof Off removed the graffiti successfully; the map will be reinstalled by
E.P.D. on 10-22 or 10-23.
Acceptance of Donation Policy – ECA Coordinating Committee approved document at last meeting.
Pasqualina will email Mayor’s office, cc’ing Jeff Bagg, to learn what is needed for document’s official adoption
by City, (approved by City Council or is Mayor’s approval adequate).
Fender Bender Plaque – Pasqualina has not found a print shop that can provide the same techniques used in
ECA’s other plaques. More research and discussion is needed.
Heartwood plaque (mural on Bras Cat) has been installed.
N.A.R.’s Placemaking Grant & Smart Growth Grant application was submitted. Pasqualina will interview with
Area & National office representatives on 10/23.
$5000 grant was requested will be matched by $2500 from Planning Dept and $2500 from D.P.W.
Union Street Bike Racks – a repainting quote was received by West Side Finishing in Holyoke.
• Seven racks w/seven unique colors including sandblasting, priming, powder coating and
transportation is $2500. (color matching is not provided)
• Same services as above without priming - $1500.
• Same services as above with only one color used for all seven racks - $1500.
Turn around time 10-14 days.
Committee earmarked $1000 in July for repair of these bike racks.
Bob will research opoxy paint, a product he believes might be a better option for racks surface integrity long-
term. Committee undecided about removing bike racks this fall for repair or wait until Union St reconstruction
starts.
Dan Murphy, City Engineer added sculpture locations to the Union Street redesign project plan. Locations will
dovetail with N.A.R. pocket park proposal.
