ECA – Public Art Subcommittee Wednesday February 17th, 2021 Meeting Minutes 5:00 Public Speak – n/a Approval of January 20th minutes – Tracey motioned, Jamie sconded, all in approval Donation Policy circulated to City Dept. – Adopted by Mayor LaChapelle on 12/1/20. She has forwarded the policy to the City’s Lawyer before circulating to department heads to ascertain the legality of policy’s application. Fender Bender Placard – moved to March agenda NAR Place Making Grant –ECA was awarded $4500 for the implementation of a Pop-Up park on Union Street at the Manhan Rail Trail intersection. There is a deadline of one year for the completion of the park. The park will consist of three structures; an ECA map, one public bench and one public art sculpture. After meeting at the site the committee is moving forward in the following ways: 1.) Pasqualina will ask for Brenden’s advice on park and infrastructure timeline conflicts. Should the schedule be moved to allow for parks construction to happen during the Union Street project. Also inform him about the cement pad costs that ECA will incur. 2.) Jamie will speak with Dan Murphy about projects timeline and if it is possible to include the park’s structures in the final plan. Mass DOT Winter Shared Streets Program – the Mass DOT awarded the City with a $16,180 grant to develop and support Easthampton’s Downtown Stage (The Spot Lot). The funds will be used for sound equipment and infrastructure. Next meeting March 17th, 2021
