ECA – Public Art Subcommittee Wednesday March 17th, 2021 Meeting Minutes Public Speak – Marcia shared CitySpace’s virtual event Art and Life in the Making: Donnabell Casis in Conversation with artists Silas Kopf and Nora Valdez on March 21, 6:00 – 7:00 p.m. Approval of February 17th minutes – Bob motioned, Jamie seconded, all in approval. Committee Roles & Responsibilities – moved to April’s agenda Donation Policy circulated to City Dept. – The City’s lawyer has advised the ECA Donation Policy does not apply to the Parks & Rec and School Departments, citing Municipal General Law. The policy will still be distributed to all City departments by the Mayor’s internal newsletter. Fender Bender Placard – After consulting with Porcupine Design, it was determined that epoxy will be the best method to attach the placard to cement. Pasqualina will order and affix placard later in spring when the temperatures are more suited for the epoxy’s adhesion. NAR Grant Application – Because of the conflicting timeline of ECA’s Union Street Pop-Up Park and the City’s Union Street Redesign Project the N.A.R. has advised ECA pull its application. Pasqualina briefed the committee on a new location (for the same park), that she and Jeff Bagg have reviewed - the entrance to Mill Side Park. This new location, already discussed with and approved by N.A.R. could potentially save the project. An updated application and new design must be submitted. The committee is generally excited about the park’s new location. Jamie reminded the committee of John Mason’s request for an artist-made entrance sign for the park designated for the same location. Jamie added the need for a thoughtful design of the park’s elements, (a bench, an ECA map and a commissioned sculpture) in the new location, taking into consideration ADA compliance and existing sign site lines. Jeff Bagg is currently working on that design The committee agreed that a new park design must be agreed upon before proceeding with the updated application. Pasqualina will discuss issues with J. Mason and call a special meeting to review new design before its submission. Pasqualina is joining The Manhan rail Trail’s next meeting on 4/26 to brief group on the Pop-Up Park. Mass DOT Winter Shared Streets Grant – Pasqualina reported on the misunderstandings between Mass DOT and grantees on what was eligible for funding. Unfortunately sound, lighting and stage equipment was among the items not eligible. Subsequently some of the awarded money needs to be allocated differently making room for a second 01027-bike rack. One will be placed at the crosswalk on Williston across from John Bator Park - Angel Memorial and the second at the entrance to City Hall on Payson Avenue. ECA is partnering with Luthier’s Co-Op to facilitate stage and sound. Next meeting April 21st, 2021
