ECA Public Art Subcommittee ~ Wednesday May 19, 2021 5:00 pm Meeting Minutes 5:00 Public Speak – Pasqualina reviewed the upcoming Spot Lot Spring Series musical line up, Saturday, May 22nd from 4-7 Approval of April 21 minutes – Jamie motioned, Marcia seconded and all were in approval. Mass DOT Winter Shared Streets Grant – The Spot Lot Spring Series programming is going smoothly with at capacity attendance. Bike Rack installations – Two 01027 bike racks by artist Michael Poole have been made with funds from the Mass DOT Winter Shared Streets Grant. One (green) is being installed by the Williston Street crosswalk. The second’s (purple) location for the Union & Main Street area needs to be determined. Committee will discuss at June’s meeting. A third 01027 bike rack (blue) was commissioned and will be installed at the Ferry Street Pop-Up park. The three bike racks conform to the City’s colors adopted from the ECA Downtown District Map . **The existing bike rack on Main Street needs to be repainted purple. ECA Downtown District Map – locations need to be determined for approximaitely 15 large and small maps. This is not an emmediate task. The NAR Grant Application was officially approved on March 1st starting the clock for the implementation of theFerry Street Gateway to the Mills Park. The deadline for installation and public reception is March 1, 2022. The cement pads for the bench and sculpture (4’x4’) will be poured soon. Pasqualina provided a timeline, coinciding with the ECA programming & events schedule, and was discussed by committee. (see below) Jamie inquired if the Park’s Department will have any defining voice in the choice of the commissioned sculpture? Pasqualina will find out. The juror committee make-up will be discussed next meeting. Pasqualina will email a draft RFP on June 2nd to committee for review in order for an efficient amount of time to discuss is had. June 2021 - Create the RFP (request for proposals), including: overview, photos, timeline, etc. (PA) June 2021 - Assemble our review committee (Public Art Committee members + others. who else? How many total people do we want?) July 1 - Announce RFP w/ press release, ECA newsletter, and social media channels  September 1 - Deadline to apply September 8 – PA Committee review September 2021 - Review applications and select finalist October 1 - Announce winner October 1 through Jan 15, 2022 - Fabrication of public sculpture and contracting with artist Jan 15 - Feb 1 - Flex time, if an extension is needed Feb 1-5 - Install artwork to the concrete pad February 2022 - Artist reception (maybe in conjunction with Winterfest 2/12? And/or, can be indoors due to the time of year, at Mill 180 Park or elsewhere). Bob will research appropriate hardward for the installation of sculpture. June’s meeting will be on the 23rd.
