CITY OF EASTHAMPTON ZONING BO ARD O F APPEALS 50 Payson Avenue, Easthampton, MA 01027 Meeting Minutes Wednesday, January 26, 2022 Board John Tim Garceau (associate Lindsie Matthew Members: ✓ Atwater ✓ ✓ ✓ member) Alterkun Waugh (chair) Lisa Jaffe Steven Anthony ✓ ✓ ✓ (associate Lytwyn Karella member) City officials: Curtis Wiemann, Assistant Planner; Other attendees: Meeting commenced at 6:00pm. Administrative Items  Correspondence/Requests for comment from other boards, committees, officials, etc.  No comments were received.  Public Comments / Public Speak  The Board welcomed Tim Garceau as a new Associate Member for the Zoning Board of Appeals.  Meeting Minutes: 9/22/2021, 11/10/2021  The Board voted unanimously to approve both sets of minutes. Public Hearing  NSA Property Holdings, LLC d/b/a Moove In Self Storage, seeking the re-approval of 2020 variance to the frontage and front-yard setback requirements for construction of additional self-storage units in accordance with section 13.1 of the Easthampton Zoning Ordinance. Subject property is located at 9 Coleman Rd / Main St Rear (parcel ID 164-8) and zoned Industrial (I). Attorney Ellen Freyman of Shatz, Schwartz and Fentin was present representing the applicant. She explained the following:  NSA had received a variance for the same setback requirements but the permit expired before they were able to begin construction.  Delays were due to supply chain issues and the price of goods.  NSA plans to build soon if approved.  NSA is applying for permitting in both Easthampton and Southampton. The Board discussed whether or not deliberation was necessary or if the permit could be extended. Planner Wiemann specified that nothing had changed since the previous application and while the public should be given the chance to speak the Board did not have to deliberate if they chose not to. 1 of 3 Zoning Board of Appeals Atty Freyman provided an abbreviated overview explaining that a variance is necessary because all of the properties frontage is in Southampton. She explained that Site Plan Approval and approval from the Conservation Commissions would be needed as well.  Public Speak -None Chair Atwater read from the previous ZBA decision including the requirements for a variance and findings, and conditions. Chair Atwater asked Atty Freyman if all conditions continued to be met by the applicant. Atty Freyman specified that they were met. The Board chose not to place more conditions on the Variance. Motion to Approve the Variance Member Lytwn made a motion to approve the variance. Member Karella seconded the motion. All members voted in favor. In favor Opposed Abstained Absent John Atwater ✓ Matt Waugh ✓ Lindsie Alterkun ✓ Anthony Karella ✓ Steven Lytwyn ✓ Announcements & Discussion of the Board Planner Wiemann announced that he had accepted a job with MassDOT and this would be his last meeting with the Board.
