Meetings are opened to the public, noticed within reasonable advance notice, and transcribed into minutes for public record. **Audio Recording are available through the Town’s website on the Council Agenda Page. CALL TO ORDER: Chair Pickett called the meeting to order at 1:02 p.m. ROLL CALL: Quorum was established by roll call through Ms. Bellenger. PRESENT: (4) Chair Rosa Pickett, Laverne Bellamy Williams, Ann Dawkins-Curtis, John Beacham (arrived after roll call); Absent (1): Jane Turner STAFF: (1) Marissa Bellenger, Records Coordinator INVOCATION AND PLEDGE OF ALLEGIANCE: Chair Pickett led the invocation followed by the Pledge of Allegiance. CITIZEN PARTICIPATION: None. APPROVAL OF MINUTES: (Board was given an opportunity to review the minutes before voting.) Chair Pickett MOTIONS to APPROVE meeting minutes for November 13, 2025; moved by Board Member Dawkins-Curtis; second by Board Member Williams; AYE: ALL, MOTION PASSES. BOARD DISCUSSIONS/DECISIONS: Appointing a Vice Chair (Clerk Office) – Ms. Bellenger begins by sharing with the Board that due to Vice Chair Jordan being appointed to the Town Council, she had to resign. In addition, the Town Council voted by resolution to appoint Alternate John Beacham to a regular Board seat. Chair Pickett inquiries about appointing a new alternate. Ms. Bellenger stated that she will follow up with the Clerk. Board Member Williams MOTIONS to NOMINATE Board Member Dawkins-Curtis as Vice Chair; moved by Board Member Williams, second by Board Member Dawkins-Curtis. AYE: ALL, MOTION PASSES. Discussion of Historic Preservation Board Regular Meetings Day and Time (Chair Pickett) – Chair Pickett begins discussion by stating she recently attended a P.E.C meeting and found that residents would like to attend Historic Preservation Board meetings, but it is difficult due to the current meeting day and time. The Board discusses potential meeting days and times (John Beacham arrives during discussion). Vice Chair Dawkins-Curtis MOTIONS to RECOMMEND changing the meeting day and time to Second Thursdays at 6:30p.m.; moved by Vice Chair Dawkins-Curtis, second by Board Member Beacham. Questions/comments: After the vote, the Board realized that Planning and Zoning meet at the recommended time. Vice Chair Dawkins-Curtis withdrew her motion and rescinds her move. Board Member Beacham withdrew his second. 1of2 01082026 HISTORICPRESERVATIONBOARDMeetingMinutes Docusign Envelope ID: A15A6CA7-E591-46EE-B77C-57C3DCAF799D Board Member Beacham MOTIONS to RECOMMEND changing the meeting day and time to the First Thursday at 6p.m., with the second option of First Tuesday at 6p.m., if there is a conflict; moved by Board Member Beacham, second by Vice Chair Dawkins-Curtis. Questions/comments: Vice Chair Dawkins-Curtis asks how the recommendation will be presented to Council. Ms. Bellenger states that it will be presented as a resolution. Board Member Beacham inquiries about expanding the historical boundary to include the Hungerford property. Ms. Bellenger references a past meeting with the surveyors and Town Planner and states that the survey needs to be complete in order to have justification for expansion. Chair Pickett requests that the Town Planner, Tara Salmieri, be present at their next meeting to answer questions from the Board. STAFF COMMENTS: Marissa Bellenger (Records Coordinator) – Happy New Year from the Clerk’s Office. We are in election season and qualifying week to run for a council seat is January 16th to January 23rd at noon. In addition, the MLK Parade will be on Saturday, January 16th. Information regarding the parade will be on the Town’s website. BOARD MEMBER COMMENTS: Board Member Beacham – Beacham shares with the Board that he will be doing an Eatonville-Maitland Walking Tour on Martin Luther King Jr. day. Beacham also informs the Board that there is a stained glass piece from the Hungerford school which he would like to see in the Town’s possession. It is currently at the Morse Museum. The Board engages in discussion and requests that they go and see the artwork then determine internally how to best display it within the Town. Vice Chair Dawkins-Curtis asks about the Town’s current archives. Ms. Bellenger states that the Town’s records are stored in Town Hall and an out-of-state facility (FileBank). Board Member Beacham recommends talking with the Art and History Museums of Maitland about their Eatonville collection. He adds that he is working on a project for Lake Lily involving living history statues. Chair Pickett inquiries about the walking tour. Ms. Bellenger states that she will send the information to Board members. ADJOURNMENT: Chair Pickett Motions for Adjournment of Meeting; Moved by Board Member Beacham; Second by Vice Chair Dawkins-Curtis; AYE: ALL, MOTION PASSES. Meeting Adjourned at 1:45pm.
