When Pablo Tamashiro a member of the Planning Commission participates remotely pursuant District 1 to Government Code section 54953.8.3, the location from which the COMMISSIONER Planning Commission member is participating remotely does not need Luis Daniel Salas to be identified on the agenda and does not need to be open to members of the public. Because Government Code section 54953.8.3 District 2 allows Planning Commission members to notify the City of their need COMMISSIONER Joe A. Agenda | 4 COMMUNITY AND ECONOMIC DEVELOPMENT DEPARTMENT PLANNING DIVISION STAFF REPORT DATE: JULY 28, 2026 TO: PLANNING COMMISSION FROM: JERRY MORENO, PUBLIC WORKS & UTILITIES DIRECTOR BY: ANA ANANDA, SENIOR PROJECT MANAGER SUBJECT: MERCED AVENUE STORMWATER CAPTURE PROJECT, CIP-089 – PEDESTRIAN MULTI-USE BIKEWAY TRAIL APPLICANT: CITY OF EL MONTE BACKGROUND The City of El Monte is pursuing the development of a new linear park (Exhibit 1) for public recreational use along the existing City-owned El Monte storm drain channel that discharges to the Rio Hondo Channel. The proposed Merced Avenue Stormwater Capture Project, CIP-089 (Project) will extend the existing Merced Avenue Linear Park from Merced Avenue on the east to Brockway Street on the west. The existing storm drain channel will be converted to an underground box culvert system to create space for the proposed bike paths and pedestrian walks. The Project also includes improvements to the El Monte storm drain system, water quality enhancements, rainwater infiltration systems, and the installation of a shared use path and pedestrian improvements to connect the Merced Linear Park to the Rio Hondo River Trail. All construction work will be within the limits of City of El Monte public right-of-way and planned to be commenced in mid-2027 with the completion scheduled for the end of 2028. The Project will be funded from the Los Angeles County’s Safe Clean Water Program (SCWP) (“Project”). The estimated Project cost is $17 million. Merced Avenue Stormwater Capture Project CIP-089 Page 1 The main goals and objectives of this project are to: • Increase recreational opportunities for the local community; • Implement new walkable and bikeable paths enhancing connectivity to the 30-mile Rio Hondo Bike Path; • Bioswale to treat stormwater runoff, reduce reliance on potable water for irrigation and mimic natural systems; and • Maintain flood control conveyance capacity, provide water quality treatment, and provide bikeway connectivity between the Merced Linear Park and the Rio Hondo Bikeway. The City of El Monte initiated the project design to provide access to recreational opportunities for the local community and to address State water quality requirements under the current MS4 Storm Water Discharge Permit. The Project site is approximately 2.56 acres of City property connecting the Merced Avenue Linear Park (Hero’s Park) to the Rio Hondo Bike Path. Prior to the proposed improvements, the site housed an open trapezoidal channel that conveys flows from the Garvey Avenue box culvert to the Rio Hondo Channel. As part of the Project, a diversion structure will be installed to divert dry weather flows along with a portion of the wet weather flows, treat those flows in a pre-treatment device to remove trash, sediment and heavy metals, and then pump them into a bioswale to further improve the water quality before the flows are returned to the new storm drains which eventually discharges to the Rio Hondo Channel. This corridor will be between the backyards of residences on Towneway Drive and Rio Hondo Parkway. Aesthetic steel screen fences will be installed on both sides of the linear park to enhance the appearance for park users in addition to ensuring privacy and safety of the residences. Solar lighting, security cameras, and gates at either side of the project are being incorporated into the design to further enhance safety and deter unauthorized encampments and promote the appropriate use of public space. Extensive and inclusive community engagement has been implemented during the design phase of the Project and additional engagement is planned. Multiple opportunities were provided for public participation to inform bike path features and design, including developing a Public Outreach Plan, social media posts, mailers to the neighborhood around the channel, posting banners with project information, public outreach events, community workshops, and door-to-door canvassing. In addition, a Community Advisory Committee composed of key local stakeholders was established to provide guidance on site understanding, bike path programming, and review of the evolving concept plan. The resulting project design reflects the priorities and concerns expressed by residents, business owners, and community members who will benefit from the conversion of the El Monte Drain from an inaccessible open trapezoidal channel to an underground box culvert, bioswale and multi-use path.
