CONSENT CALENDAR Motioned by Committeemember Clayton, seconded by Committeemember Messina, and passed unanimously to approve items 1-2 of the Consent Calendar. Elect the Parks and Recreation Advisory Committee Chairperson and Vice Chairperson Committeemember Clayton nominated Committeemember Zannotti for Chairperson. Committeemember Zannotti accepted the nomination and Committeemember Messina seconded the nomination. Committeemember Zannotti nominated Committeemember Clayton for Chairperson and he accepted the nomination. There was no second nomination, so the motion died. There was no discussion. By unanimous vote, Committeemember Zannotti was elected as Chairperson. AYES: Clayton, Messina, Newman, Zannotti Committeemember Messina nominated Committeemember Clayton for Vice Chairperson. Committeemember Clayton accepted and Committeemember Zannotti seconded the nomination. There were no more nominations and no discussion. By unanimous vote, Committeemember Clayton was elected as Vice Chairperson. AYES: Clayton, Messina, Newman, Zannotti. 2. Establish Parks and Recreation Advisory Committee Goals for FY2026-27 After deliberations, there was a general consensus that Goal 1 was supported as presented, Goal 2 was to be rewritten to include language recommended by Committeemember Messina and accepted by the other Committeemembers, and Goal 3 was supported as presented but should include the 36th Street Campus. The Committee requested the 2026-27 Goals be revised with their recommended changes, and brought back for consideration and a vote at the next regular meeting of the Committee. H. The Parks and Recreation Advisory Committee (PRAC) serves as an advisory body to the City Council on matters related to parks, trails, recreation, playgrounds, and sports within the City of Paso Robles. 2. The City Council recently adopted the Fiscal Years (FY) 2026-27 and 2027-28 Operating and Capital Improvement Budgets, which establish six high-level goal areas: facilities, transportation and infrastructure; public safety; housing and homelessness; cultural, recreational and open space amenities; community and economic development; and efficient and effective governance. 3. The PRAC reviewed the City Council's goal areas to identify where the Committee can most effectively advise and support the Community Services Department and advance the City Council's strategic direction during the upcoming year. 4. At the July 13, 2026, PRAC meeting, staff recommended the PRAC consider three goals as opportunities to make meaningful contributions and advocate for the needs and interests of local park and field users. 5. Following committee discussion, PRAC provided updates to the proposed FY 2026-27 goals. Staff were to make these changes and bring the revised FY2026-27 PRAC goals forward at the next meeting for consideration and a vote. Options 1. Take no action. 2. Adopt the revised FY 2026-27 PRAC Goals. 3. Provide alternative direction to staff. Analysis and Conclusions. Staff identified three goal areas from the City Council's FY 2026-27 goals tied to cultural, recreational and open space amenities where the PRAC can most effectively advise the Community Services Department and support the City's strategic direction. At the July 13, 2026, meeting, after discussion, the Committee reached consensus on each goal as follows: Goal 1: Participate in the development of the Citywide Parks, Recreation, and Trails Master Plan through public engagement opportunities and scheduled committee meetings. Parks and Recreation Advisory Committee Agenda August 10, 2026 Page 6 of 7  Goal 2: As the Sherwood Field and Sports Lighting project advances toward final design, the PRAC will encourage continued refinement to ensure the proposed improvements align with the City’s long-term operational goals, budget expectations, and community needs. Goal 3: Continue to actively participate in public engagement opportunities related to Beechwood Community Park, Larry Moore Park, 36th Street Campus, and other potential opportunities to maximize field space. Staff incorporated the feedback received at the July 13th meeting into the revised goals above. Together, the goals balance support for a broader citywide planning effort (Goal 1) with advocacy on specific capital projects and park sites that directly benefit current field and park users (Goals 2 and 3), and they align with the City Council's Strategic Work Plan priorities without conflicting with the other goal areas.
