Approval of Resolution No. 22-034; a resolution for the agreement establishing the Oklahoma Municipal Management Services (OMMS) membership. 5. ***Approval of use agreement with El Reno Wranglers. 6. *Acceptance of a 15’ Utility Easement from the United States Department of Agriculture, Agricultural Research Services. 7. Approval of Budget Amendment(s) for the fiscal year 2021-2022, ending June 30, 2022. 8. To conduct a public hearing in consideration of a request by Shane Donham to reclassify the zoning district from Rural Agricultural (A-1) to Residential Estates (R-E) on a tract of 4.239 acres located within the Northeast Quarter of Section Twelve (12), Township Thirteen (13) North, Range Eight (8) W.I.M., Canadian County, Oklahoma. Opened at 5:50pm and closed at 5:51pm. MPC recommends approval and Downey presented the item. B. Discussion, consideration, action and/or possible amendments regarding a request by Shane Donham to reclassify the zoning district from Rural Agricultural (A-1) to Residential Estates (R-E) on a tract of 4.239 acres located within the Northeast Quarter of Section Twelve (12), Township Thirteen (13) North, Range Eight (8) W.I.M., Canadian County, Oklahoma. To conduct a public hearing in consideration of a request by Shane Donham to reclassify the zoning district from Rural Agricultural (A-1) to Single-Family Residential (R-1) on a tract of 0.834 acres located within the Northeast Quarter of Section Twelve (12), Township Thirteen (13) North, Range Eight (8) W.I.M., Canadian County, Oklahoma. Opened at 5:52pm and closed at 5:54pm. MPC recommended denial and Downey presented the item. White stated that this does not fit with the area. B. Discussion, consideration, action and/or possible amendments regarding a request by Shane Donham to reclassify the zoning district from Rural Agricultural (A-1) to Single-Family Residential (R-1) on a tract of 0.834 acres located within the Northeast Quarter of Section Twelve (12), Township Thirteen (13) North, Range Eight (8) W.I.M., Canadian County, Oklahoma. Discussion, consideration, action and/or possible amendments regarding a correction certificate in Wessex Addition, Section 3 to the City of El Reno, Canadian County, Oklahoma, more particularly correcting an error in the dimensions of Lot Five (5) of Block Four (4), and the utility easement within the same lot. Mayor White declared motion CARRIED by a vote of 5 to 0 with 0 absent. 12. *Discussion, consideration, action and/or possible amendments to authorize Chairman/Mayor and City Manager to continue negotiations with Inframark for the operation and management of the new Wastewater Treatment Plant and the Water Treatment Plant and allow Chairman/Mayor and City Manager to finalize contract with Inframark and sign all documents associated thereto. Approved as in the Municipal Authority. Rider MOVED, SECONDED by Jensen to authorize Chairman/Mayor and City Manager to continue negotiations with Inframark for the operation and management of the new Wastewater Treatment Plant and the Water Treatment Plant and allow Chairman/Mayor and City Manager to finalize contract with Inframark and sign all documents associated thereto. Discussion, consideration, action and/or possible amendments regarding a Special Event Permit for El Reno Cruisers – Small Town Weekend event to be held on June 3-5, 2022. A vote for (2) two candidates for the Board of Trustees of the Oklahoma Municipal Assurance Group for a three-year term commencing on July 1, 2022. Mayor White declared motion CARRIED by a vote of 5 to 0 with 0 absent. 16. Presentation of Financial Report. No Action Necessary. Sales tax was $925,000.00 and Use tax was up at $439,000.00. H REPORTS: This section is intended for the Mayor, Council Members and City Manager to make announcements concerning municipal or community matters: 1. Mayor White appreciates staff and who worked the dump day. 2. City Council Members Stapperfend stated he was called by some ladies in their 80s stating that on dump day they were not helped, we should fix this for future dump days. White stated that OEMA cannot help and our city employees were out helping as much as possible but can look into it for the next large dump day. Rider stated that Burger Day is coming up and it will be a full day of fun with the big burger. Jensen said he had calls from citizens appreciating the dump day. 3. City Manager Young stated he is loving it here and finances are looking a lot better but not out of the red.
