MINUTES Regular Meeting of the Municipal Planning Commission of the City of El Reno 6:00 P.M., Tuesday, September 26, 2023 El Reno City Council Chambers – 101 N Choctaw Ave., El Reno, Okla. A. CALL MEETING TO ORDER Vice Chairman Troncoso called the meeting to order at 6:00 p.m. B. ROLL CALL PRESENT: Commissioner Claudia Koos Commissioner Michael Freeman Vice Chair Gerard Troncoso Commissioner Tom Lloyd Commissioner Phillip Church ABSENT: None STAFF: City Manager: Matt Sandidge Asst. City Manager: Tim Young Comm/Dev Clerk: Tammy Wood Code Enforcer: Kim Eden C. CONSENT AGENDA 1. Acceptance of the minutes of the August 22, 2023 regular meeting. 2. Acknowledgment of Lot Split at 2500 South Choctaw Avenue in Carter’s Hill Addition (MPC 2023-044) Commissioner Freeman made the MOTION to approve the Consent Agenda. Commissioner Church was the SECOND and the vote was: AYES: Church, Lloyd, Freeman, Troncoso, Koos NAYES: None ABSTAIN: None ABSENT: None D. DISCUSSION ITEMS 3. A. To conduct a public hearing in consideration of a request by Thesing-Shank Farm, LLC to reclassify the zoning district from Rural Agricultural (A-1) to Heavy Industrial (I- 3) on a tract of approximately 2.90 acres at 5615 E US HWY 66 (MPC 2023-045). Public hearing was opened at 6:01 p.m. Fred Kempe, Attorney for Thesing-Shank, spoke on behalf of Theisng-Shank. Client Doug Shank was also present. The family has some land that they are wanting to sell. This 2.9 acres is part of a tract of 108 acres plus zoned Agriculture (A-1) that they would like to rezone to Heavy Industrial (I-3). Canvas Energy has an oil gas lease on this 2.9 acres, therefore, land use won’t change. By rezoning this 2.9 acres, it benefits in the marketing of the additional land. Public hearing closed at 6:04 p.m. B. Discussion, consideration, possible action and/or amendments on a request by Thesing-Shank Farm, LLC to reclassify the zoning district from Rural Agricultural (A-1) to Heavy Industrial (I-3) on a tract of approximately 2.90 acres at 5615 E US HWY 66 (MPC 2023-045). Commissioner Freeman questioned if rezoning would cause any issues due to industrial being next to agriculture. Young stated that there would not be. Commissioner Church made the MOTION to approve. Commissioner Freeman was the SECOND and the vote was: AYES: Church, Lloyd, Freeman, Troncoso, Koos NAYES: None ABSTAIN: None ABSENT: None 4. A. To conduct a public hearing in consideration of a request by Josh Bosler to reclassify the zoning district from Rural Agricultural (A-1) to a Planned Unit Development with a base Single-Family Residential (R-3) District on a tract of approximately 21.851 acres near the 1600 Block of Babcock Drive (MPC 2023-047). Public hearing opened at 6:07 p.m. Brady Ghaniabadi, engineer of record, spoke on behalf of Josh. Josh was unable to be present. Brady asked what concerns the commissioners had, to which the commissioners responded their biggest concern is access. Another concern is life safety, due to the access. Young also mentioned he had talked with Chris Smith, the Utilities Director, regarding the lift station size. Public hearing was closed at 6:20 p.m. B. Discussion, consideration, possible action and/or amendments on a request by Josh Bosler to reclassify the zoning district from Rural Agricultural (A-1) to a Planned Unit Development with a base Single-Family Residential (R-3) District on a tract of approximately 21.851 acres near the 1600 Block of Babcock Drive (MPC 2023-047). Commissioner Freeman still has concerns, but feels there could be a remedy down the road. Safety and utilities are a major concern. Commissioner Church made the MOTION to table this item until next month’s meeting. Commissioner Freeman was the SECOND and the vote was: AYES: Church, Lloyd, Freeman, Troncoso, Koos NAYES: None ABSTAIN: None ABSENT: None 5. Discussion, consideration, possible action and/or amendments recommending approval of an ordinance adopting the 2018 International Building, Residential, Plumbing, Existing Building, Fuel Gas, and Property Maintenance Codes and the 2020 National Electric Code; amending and repealing conflicting sections; and providing for severability (MPC 2023-050). Young stated no action needs to be taken. Young explained that we are required to adopt the same codes as the State of Oklahoma Commission. Last year they adopted the 2018 Codes. Under statute we are required to adopt this code. Young is continuing updating our codes, he should have them ready by next month. He is also working on some house cleaning in our codes. No action taken. 6. Discussion, consideration, possible action and/or amendments recommending approval of an ordinance adopting the 2018 International Fire Code; amending and repealing conflicting sections; and providing for severability (MPC 2023-051). No action taken. 7. Discussion only regarding Chapter 361 Section 21 pertaining to sidewalk merchandise and display within the Central Business District (MPC 2023-052). There was discussion of examples this would pertain too. Sidewalk sales is one example that was discussed. A concern is we have to meet ADA code. No action taken. E. COMMISSIONER’S COMMENTS Young gave an update on where we are at with hiring a director for Com/Dev. We have talked to a few people. Young pointed out the new format of the planning commission agenda, we are now assigning planning commission case numbers, this will help in the process of locating information in the future. Young also mentioned the change regarding removing the legal description on the agenda. State law says we are to word agenda items so that a normal person that reads it can understand it. There was discussion about a chairman and additional commissioners. We have had applicants, Council will appoint the commissioners, then the commission will appoint a chair and vice chair. Commissioner Koos commented about how nice the walking trail is at the lake. Young stated that Sandidge has recently received proposals from engineering firms to develope a master park plan, which would include Adams Park and the lake area. F.
