MINUTES Regular Meeting of the Municipal Planning Commission of the City of El Reno 6:00 P. M., Tuesda/, March 26,2024 El Reno City Council Chambers - 101 N. Choctaw Ave., EI Reno, OK A. CAtt MEETING TO ORDER Chairman Freeman called the meetinB to order at 6:00 p.m. B. CONSENT AGENDA 1. Acceptance of the minutes of the February 27, 2024 reBular meeting. Commissioner McReynolds made the MOTION to approve. Commissioner Church was the SECOND and the vote was: AYES: Freeman, Koos, McReynolds, Gorham, Trejo, Troncoso, Church NAYES: None ABSTAIN: None ABSENT: None D. DISCUSSION ITEMS 1. A. To conduct a public hearing in consideration of a request by Clayton Homes for a Conditlonal Use Permit to operate a Mobile Homes & Services business at 1925 SW 27th Street (MPC 2024-OO4). Public hearing was opened at 6;02 p.m, There was no representative present from Clayton Homes. Tim Young presented the background for them. Public hearing was closed at 6:04 p.m. p.m. B, Discussion, consideration, possible action and/or amendments on Ordinance No, , a request by Clayton Homes for a Conditional Use Permit to operate a Mobile Homes & Services business at 1926 5W 27th Street (MPC 2024-OO4). Commissioners felt that since the representative did not show up for MPC, then the item needed to be treated the same as we have treated previous items that had no representation. Commissioner Church made the MOTION to table this item due to no representative attending the meeting. Commissioner Troncoso was the SECOND and the vote was: AYES: Freeman, Koos, McReynolds, Gorham, Trejo, Troncoso, Ch u rch NAYES: None ABSTAIN: None ABSENT: None 2. Discussion, consideration, possible action and/or amendments on Ordinance No. _, an Ordinance Amending the Code of Ordinances of El Reno, Oklahoma; Code Chapter Three Hundred Sixty-One (361), Section Thirteen (13); and adding section sixteen (A) (16.A); havinB to do with the Use of Yards and Carports; amending and repealing conflicting sections; providing for severability, and declaring an emergency (MPC 2024- 001; public hearing conducted 2127 /zOZa; item tabled from 212712024. Tim Young went over the changes that were made to the Ordinance. These changes were discussed at the February meeting. Commissioner Church made the MOTION to APPROVE. Commissioner Troncoso was the SECOND and the vote was: AYES: Freeman, Koos, McReynolds, Gorham, Tre,jo, Troncoso, Church NAYES: None ABSTAIN: None ABSENT: None 3, Discussion, consideration, possible action and/or amendments on Ordinance No. _, an Ordinance Amending the code of Ordinances of El Reno, Oklahoma; Code Chapter Three H und red-Sixty-One (361), Section Ten (10); Section Fifty-Seven (57); Section Sixty-Eight (68); having to do with definitions and permitted uses; amending and repealing conflicting sections; providing for severabllity, and declaring an emerBency. MPC 2024-002); public hearing conducted 2/27 /202a; item tabled from \2127/2024). Tim Young discussed the changes being made to this Ordinance. Again, these changes were discussed ar fie 2/27 /2024 meeting. Commissioner Church made the MOTION to APPROVE. Commissioner Troncoso was the SECOND and the vote was: AYES: Freeman, Koos, McReynolds, Gorham, Trejo, Troncoso, Church NAYES: None ABSTAIN: None 4. STAFF AND COMMISSIONER'S COMMENTS Tim Young announced we have hired a City Planner, she is set to start on April 11th. Tim also announced that Tammy will be leaving Community Development to go to the fire department, and Erin Alig will be the new Community Development Clerk. 5.
