MINUTES Regular Meeting of the Municipal Planning Commission of the City of El Reno TUESDAY – DECEMBER 17, 2024 - 6:00 P.M. El Reno City Council Chambers - 101 N. Choctaw Ave., El Reno, OK A. CALL MEETING TO ORDER Chairman Freeman called the meeting to order at 6:00 p.m. B. ROLL CALL PRESENT Chairman: Michael Freeman Commissioner: Chris McReynolds Commissioner: Claudia Koos Commissioner: Casey Trejo Vice Chairman: Gerardo Troncoso Commissioner: Hershel Gorham ABSENT Commissioner: Phillip Church STAFF: City Planner: Taylor Burt Comm/Dev Clerk: Erin Alig The meeting was called to order at 6:00 P.M. C. CONSENT AGENDA 1. Acceptance of the minutes of the October 22, 2024, meeting. 2. Lot Split – Part of Lot 1, Sec. 29, 12N, 7W (MPC 2024-030) Vice Chairman Troncoso made the MOTION to approve the items in the consent agenda. Chairman Freeman was the SECOND and the vote was: AYES: Freeman, Troncoso Koos, McReynolds, Trejo, Gorham NAYES: None ABSTAIN: None ABSENT: Church D. CONSENT ITEMS PULLED FOR DISCUSSION: Any items pulled from the consent agenda will be  discussed and considered with action and/or possible amendments. E. DISCUSSION ITEMS 1. A. To conduct a public hearing in consideration of an Ordinance amending the Code of Ordinances of El Reno, Oklahoma; Code Chapter Three Hundred Sixty-One (361), Section Sixty-Eight (68); having to do with permitted uses in Industrial zonings in regard to Medical Marijuana Growers. (MPC 2024-031). The commissioners read over the amendment and discussed how it seemed to be a very broad amendment to not allow marijuana growers anywhere. The commissioners discussed that they thought that more restrictions would be better than not allowing them at all. B. Discussion, consideration, action and/or possible amendments on Ordinance No. _____, an Ordinance amending the Code of Ordinances of El Reno, Oklahoma; Code Chapter Three Hundred Sixty-One (361), Section Sixty-Eight (68); having to do with permitted uses in Industrial zonings in regard to Medical Marijuana Growers. (MPC 2024-031). Commissioner McReynolds made the MOTION to deny the amendment to the ordinance. Commissioner Trejo was the SECOND and the vote was: AYES: Freeman, Troncoso Koos, McReynolds, Trejo, Gorham NAYES: None ABSTAIN: None ABSENT: Church 2. A. To conduct a public hearing in consideration of an Ordinance amending the Code of Ordinances of El Reno, Oklahoma; Code Chapter One Hundred Forty-Seven (147), Section Twenty-Five (25); having to do with Medical Marijuana Grower Location Restrictions. (MPC 2024-032). The Planning commission read over the current ordinance and discussed the distance from which the growers have to currently stay away from certain establishments such as schools, parks, and properties with residence and what they thought would be a better distance. They also discussed adding in city owned property to the list of establishments they would have to stay a certain distance from. B. Discussion, consideration, action and/or possible amendments on Ordinance No. _____, an Ordinance amending the Code of Ordinances of El Reno, Oklahoma; Code Chapter One Hundred Forty-Seven (147), Section Twenty-Five (25); having to do with Medical Marijuana Grower Location Restrictions. (MPC 2024-032). Chairman Freeman made the MOTION to approve the amendment to the ordinance with the changes of the growers having to be 2500 feet from all items listed in the ordinance and to add city property to the list. Vice Chairman Troncoso was the SECOND and the vote was: AYES: Freeman, Troncoso Koos, McReynolds, Trejo, Gorham NAYES: None ABSTAIN: None ABSENT: Church 3. A. To conduct a public hearing in consideration of an Ordinance amending the Code of Ordinances of El Reno, Oklahoma; Code Chapter Three Hundred Sixty-One (361), Section Twenty-Three (23); having to do with amending the Signs. Ordinance. (MPC 2024-019). B. Discussion, consideration, action and/or possible amendments on Ordinance No. _____, an Ordinance amending the Code of Ordinances of El Reno, Oklahoma; Code Chapter Three Hundred Sixty-One (361), Section Twenty-Three (23); having to do with amending the Signs. Ordinance. (MPC 2024-019). The Municipal Planning Commission chose to take no action. F. STAFF AND COMMISSIONER’S COMMENTS G.
