Executive Sessions were held on June 15, 2022 and June 28, 2022 to discuss personnel issues. Motion to amend the agenda to add a motion to appoint Timothy Guffey to the Elizabeth Borough Municipal Authority due to the resignation of James Wiley. VISITORS PUBLIC COMMENTS ON AGENDA ITEMS APPROVAL OF MINUTES Motion to approve the minutes of May 18, 2022 Workshop and May 24, 2022 Council Meeting. PAYMENT OF BILLS Motion to pay the bills as presented. 1 REPORTS Mayor Treasurer Solicitor Building Inspector Chief of Police Motion to amend the agenda due to an issue of a timely essence to approve special detail for police officers as long as there is police coverage in the Borough. Animal Control Borough Manager REPORTS OF COMMITTEES Budget & Finance - Chad Public Safety — Chad Public Works — Chad Parks and Recreation - Desiree Ordinance - Karen Personnel - Tim Economic Development - Dana Planning - Dana OLD BUSINESS 2 NEW BUSINESS 1. Motion to accept the estimate from Snider Recreation for a Freedom Swing Seat with PVC chain at a cost of $1,204 plus $270 shipping. 2. Motion to accept the estimate from Reitzel Property Maintenance for river bank clean-up at a cost of $4,500 upon submission of a certificate of insurance. 3. Motion to rescind the appointment of Andrew W. Miklos, Jr. to the Elizabeth Borough Zoning Board due to a conflict. 4. Motion to authorize payment to C. Harper of $1,508.29 for repairs to the 2016 Ford Explorer. 5. Motion to approve the Allegheny County Vacant Property Recovery Program application for the purchase of lot & block 1272-B-029, a vacant lot, submitted by John & Michelle Chornak, IV. 6. Motion to accept the proposal of Who Rescued Who for animal control services at a cost of $200 per month. 7. Motion to hire Brian Tuttle on an as-needed basis up to 24 hours per week as a part-time street department summer laborer at a rate of $10 per hour with no driving or equipment operation. 8. Motion to authorize the Borough Manager to advertise for a part-time borough secretary. 9. Motion to accept quote from Ford Office Technologies for the purchase and installation of a laptop computer for the office of the Borough Manager at a cost of $1,515.00. 10. Motion to hire Michael Mazur Jr., as a part-time probationary police officer upon receipt of all necessary documentation and recommendation of the personnel committee. 11. Motion to adopt Resolution 2022-05 opposing the consolidation of 911 channels within Allegheny County and providing for notification to Allegheny County officials of Elizabeth Borough’s opposition. 12. Motion to appoint Timothy Guffey to fill a vacant position on the Elizabeth Borough Municipal Authority for the remainder of the term of James Wiley created by a resignation. 13. Motion to authorize Chief Sombo to assign officers to cover special detail for a movie filming as long as Borough shifts are covered.
