VISITORS PUBLIC COMMENTS ON AGENDA ITEMS APPROVAL OF MINUTES Motion to approve the minutes of the August 16, 2023 Workshop Meeting and the August 22, 2023 Council Meeting. 1 PAYMENT OF BILLS Motion to pay the bills as presented. REPORTS Mayor Treasurer – Reports are in the packet Solicitor - Building Inspector Chief of Police – Reports are in the packet Animal Control - Borough Manager – Report is in the packet REPORTS OF COMMITTEES Budget & Finance Public Safety – Public Works – Parks and Recreation – Duke Park camera system update Ordinance – We will be advertising for an ordinance for the Volunteer Service Credit Program. Personnel – 1 new part-time police officer will be starting as soon as we receive a medical release. Economic Development – We will begin some road reconstruction from the LSA Grant on Maple. We have applied for some additional grant funding through CD50 and the LSA grant for streets and equipment. 2 Planning – We need to setup a meeting to review a new plan submitted for a lot revision. Old Business – Business Tax update, GPS systems for vehicles New Business 1. Motion to approve the concurring resolution for the GEDTF grant for the Elizabeth Borough Fire Department in the amount of $236,000. The funds will be used for VFD parking lot reconstruction. 2. Motion to approve the concurring resolution for the GEDTF grant for Elizabeth Borough in the amount of $450,000. The funds will be used for the Maple Avenue Improvements – Phase 4. 3. Motion to ratify the conflict waiver concerning Elizabeth Borough Municipal Authority. 4. Motion to enter into a joint defense agreement with the Elizabeth Borough Municipal Authority. 5. Motion to Advertise for bids on LSA Grant. 6. Motion to approve the Summer on Plum Street Application from June 6, 2024 to August 29, 2024. 7. Motion to approve the Halloween Parade Application. 8. Motion to approve the Light-up Night application for Thursday, November 16th with the rain date on Sunday, November 19th. 9. Motion to approve removal of trees from Center Avenue at approximate cost of $6,400.00 upon receiving a waiver from residents. 10. Motion to purchase GPS for borough vehicles not to exceed $1,500. 11. Motion for permission to advertise an ordinance for the Volunteer Fireman Tax Credit and public hearing upon solicitor review.
