TOWN OF ELIZABETHTOWN Rescheduled Meeting July 11, 2022 The Elizabethtown Town Council met for its rescheduled meeting on Monday, July 11, 2022 at 7:00 pm in the Council Chamber. Those present were Mayor Sylvia Campbell, Mayor Pro Tem Rufus Lloyd, Council Members Paula Greene, Ricky Leinwand, Rich Glenn and Town Manager Dane Rideout. Council Members Herman Lewis, Howell Clark Jr. and Town Attorney Goldston Womble were absent. Department Heads in attendance included Finance Director Sharon Penny, Police Chief Tony Parrish, Assistant Town Manager Pat DeVane, Town Planner Rusty Worley and Director of Communications & Marketing Terri Dennison. Mayor Sylvia Campbell opened the meeting and welcomed Paul R. Brown Leadership Academy Cadets. The presentation of Colors and the Pledge of Allegiance were given by Paul R. Brown Leadership Academy Cadets. Mayor Campbell then called upon Mayor Pro Tem Rufus Lloyd to give the invocation. Item #3.1: Approve Consent Agenda Items Upon a motion by Council Member Paula Greene, seconded by Mayor Pro Tem Rufus Lloyd , the Board unanimously approved the following Consent Items as presented: A. Proposed Agenda, B. June 6, 2022 Noon Minutes, C. June 6, 2022 Regular Minutes, D. June 6, 2022 Closed Session Minutes, E. Tax Releases, F. Customer Service Policy Utilities Department, G. T-Mobile Amendment to Lease-Equipment Modifications, H. Elizabethtown Annual Tank Inspections Proposal 2022-2025. Item #4.1: Public Hearing – Ordinance #R-2022-07-Amendment to the Code of Ordinances - Parades and Demonstrations Mayor Campbell opened the Public Hearing and called upon Town Manager Dane Rideout to present. Town Manager noted that the Ordinance is to remove Item E but remains safe and covers timeline on parades. There were no public comments, therefore, the Mayor closed the Public Hearing. Item #4.2: Ordinance #R-2022-08-Amendment to the Code of Ordinances - Manufactured Homes Mayor Sylvia Campbell opened the Public Hearing and called upon Town Planner Rusty Worley to present. Mr. Worley noted that the Planning Board forwards a recommendation to approve the text amendments to include Appendix A, Article 6 & 7, manufactured home shall include a minimum of 4’x4’ platform steps to meet NC building code, one manufactured home per parcel, manufactured home must be placed within the property setbacks, brick under pinned and remove manufactured home tongue. There were no public comments, therefore, Mayor Campbell closed the Public Hearing. Item #5.1: Monthly Projects Update Assistant Town Manager Pat DeVane noted that the Legislators Advance Bills Removing Local Annexation Authority from local government has been approved by the Legislators. They voted in favor of several local bills that would remove annexation authority from local government. This will hurt the Town, keeping a close eye on it. Grant Project - King Street Storm Water. The Town will do PFAS testing to make sure the water supply is good. Item #6.1: Ordinance #R-2022-07-Amendment to the Code of Ordinances - Parades and Demonstrations Council Member Rich Glenn, seconded by Mayor Pro Tem Rufus Lloyd, moved to approve Ordinance #R-2022-07- Amendment to the Code of Ordinances - Parades and Demonstrations (Unanimous). Item #6.2: Ordinance #R-2022-08- Amendment to the Code of Ordinances for Manufactured Homes Council Member Paula Greene, seconded by Mayor Pro Tem Rufus Lloyd, moved to approve Ordinance #R-2022-08- Amendment to the Code of Ordinances for Manufactured Homes (Unanimous). Item #7.1: Monthly Financial Report Finance Director Sharon Penny noted that on page 2 the General Fund is $138,543.00, sales tax and franchise taxes hopefully it will be higher, $538,000.00 first of ARPA funds. Council Member Rich Glenn, seconded by Mayor Pro Tem Rufus Lloyd, moved to approve the Monthly Financial Report (Unanimous). Copy attached and incorporated herein by reference. Item #7.2: Appointments: Bladen Housing Authority Mayor Pro Tem Rufus Lloyd, seconded by Council Member Ricky Leinwand, moved to re- appoint Mrs. Ericka Campbell to the Bladen Housing Authority Board (Unanimous). Item #7.3: Approve RFQ to QCC Services for inspection and oversight of the painting of Dewitt St. water tank Mayor Pro Tem Rufus Lloyd, seconded by Council Member Rich Glenn, moved to approve the RFQ from QCC Services for inspection and oversight of the painting of Dewitt St. water tank (Unanimous). Copy attached and incorporated herein by reference. Item #8.1: “Briefly” Town Manager Dane Rideout briefed on the following: Planning Board met on July 7, 2022 at 6 PM. Plan to post Department Head Updates to the website. Chamber Member Breakfast July 19, 2022 at 8:00 AM Item #9.1: Open Forum Mr. Fred Nowling noted that he has been trying to open a professional lounge up for 3 years on Martin Luther King. He has no parking and wants to use the Town’s parking lot. Town Manager noted that the Town is getting ready to renovate the Town’s Park. Mr. Nowling was advised to check with the surrounding property owners. Item #10.1: Closed Session Council Member Paula Greene, seconded by Council Member Rich Glenn, made a motion to enter into Closed Session in accordance with NCGS 143-318.11(a))4) – Economic Development and NCGS 143-318.11(a)(5) – Real Estate. Upon completion of Closed Session, Council Member Rich Glenn, made a motion to return to open session, and the motion was seconded by Council Member Ricky Leinwand (Unanimous). No action was taken in open session. With no further business to conduct, Mayor Pro Tem Rufus Lloyd , seconded by Council Member Ricky Leinwand moved to adjourn the meeting (Unanimous).
