Noon Meeting
June 5, 2023
The Elizabethtown Town Council met for its noon work session on Monday, June 5, 2023, at
12:00 pm in the Council Chamber. Those present were Mayor Sylvia Campbell, Mayor Pro Tem
Rufus Lloyd, Council Members Paula Greene, Herman Lewis, Rich Glenn, Howell Clark Jr.,
Ricky Leinwand, Town Manager Dane Rideout and Town Attorney Goldston Womble.
Department Heads in attendance included Police Chief Tony Parrish, Assistant Town Manager
Pat DeVane, Planner Rusty Worley, Director of Communications & Marketing Terri Dennison,
Public Service/Engineering Director Stephen Duffy, Town Clerk Juanita Hester, Fire Chief
Hollis Freeman and Finance Director Sharon Penny.
Mayor Sylvia Campbell opened the meeting and welcomed everyone then called upon Mayor Pro
Tem Rufus Lloyd to give the invocation.
Mr. Mac Campbell with “Bladen We Care” presented the Town with a donation of $10,000.00 to
help the family on Oak Street that is part of the CDBG-NR project. The funds are for relocation
when they are displaced from their home for the rebuild process.
Planner Rusty Worley noted that the Aviation Camp has a total of 171 applicants from Bladen,
Brunswick and Robeson Counties. The first class has 51 students from grades 5-9. They will learn
about aircraft flight, helicopter flight, navigation and drone flight. Campbell Oil will provide lunch
and Sovereign Air will teach the classes.

Item #5.2: PUBLIC HEARING: Zoning Ordinance Text Amendment for Article 6, Zoning
Ordinance Districts – Case Number TA-23-001
Town Planner Rusty Worley noted that Itinerant Merchants, Itinerant Vendors, Transient
Merchants and Mobile Food Trucks will have a $250.00 permit fee, must be 75 ft. from a brick-
and-mortar location, must have written permission from property owner and signs 3 ft. away.
Item #5.3: PUBLIC HEARING: Zoning Ordinance Text Amendment for Article 7- Case
Number: TA-23-002
Town Planner Rusty Worley noted that Short Term Rentals are Bed & Breakfast, Homestay and
Whole-house Lodging. A Bed & Breakfast Inn can have up to 23 people in no more than 12
guest sleeping rooms. Must have parking, must be safe, zoned R15, R20 or R40 and Special Use
Permit.
Item #6.1: Town Manager Update
Assistant Town Manager Pat Devane noted that there have been complaints about the paving.
The contractors will come back and vacuum up the loose pebbles. A little over 25 miles of streets
in Town will be crack sealed, patched and chip sealed.

Elizabethtown Community Center Project
Town Planner Rusty Worley noted that the Administration Services is for the Community Center
to help with paperwork and reimbursements. This agenda item will be presented at the evening
meeting.

Item 8.3: Monthly Financial Report

With no further business to conduct, Council Member Howell Clark Jr., seconded by Council
Member Rich Glenn made a motion to adjourn (Unanimous).
