Regular Meeting
September 11, 2023
The Elizabethtown Town Council met for its regular meeting on Monday, September 11, 2023, in
the Council Chamber. Those present were Mayor Sylvia Campbell, Mayor Pro Tem Rufus
Lloyd, Council Members Howell Clark Jr., Rich Glenn, Paula Greene, Ricky Leinwand and
Herman Lewis, Town Manager Dane Rideout and Town Attorney Goldston Womble.
Department Heads in attendance included Police Chief Tony Parrish, Assistant Town Manager
Pat DeVane, Town Planner Rusty Worley, Director of Communications & Marketing Terri
Dennison, Town Clerk Juanita Hester, Fire Chief Hollis Freeman, Finance Director Sharon
Penny and Public Works Engineering Director Stephen Duffy. No representatives from the Press
attended the Evening meeting.
Mayor Sylvia Campbell opened the meeting and welcomed everyone. The presentation of Colors
and the Pledge of Allegiance were given by Paul R. Brown Leadership Academy Cadets. Then
Mayor Campbell called upon Mayor Pro Tem Rufus Lloyd to give the invocation.
Item #3.1: Approve Consent Agenda Items
Upon a motion by Council Member Howell Clark Jr., seconded by Council Member Herman
Lewis, the Board unanimously approved the following Consent Items as presented: A. Proposed
Agenda, B. August 7, 2023 Noon Work Session Minutes, C. August 7, 2023 Regular Meeting
Minutes, D. August 7, 2023 Closed Session Meeting Minutes, E. Tax Releases.
Item #4.1: Resolution - #R-2023-16 – To Opt-Out of One-Stop Voting for the 2023 Municipal
Election
Council Member Howell Clark Jr., seconded by Council Member Rich Glenn, made a motion to
approve Resolution - #R-2023-16 – To Opt – Out of One-Stop Voting for the 2023 Municipal
Election as amended (Unanimous). Copy attached and incorporated herein by reference.
Item #4.2: Resolution - #R-2023-17 – Approval for Submission of Grant Application for
Stormwater Construction Project and Applicable $5,000.00 Fee
Public Works Engineering Director Stephen Duffy noted that this is an application for grant
funding. The grant funds will take care of properties between Morehead and Robeson Street.
Council Member Rich Glenn, seconded by Mayor Pro Tem Rufus Lloyd, moved to approve
Resolution – #R-2023-17 – Approval for submission of grant application for Stormwater
Construction Project and applicable $5,000.00 Fee (Unanimous). Copy attached and

Item #4.3: Resolution - #R-2023-18 – Surplus Property Disposition – Two Trailers and Bucket
for JCB
Public Works Engineering Director Stephen Duffy noted that the JCB backhoe is 5 years old and
the bucket is broken and the trailers are not being used. Council Member Rich Glenn, seconded
by Council Member Howell Clark Jr., made a motion to approve Resolution - #R-2023-18 –
Surplus Property Disposition – Two Trailers and Bucket for JCB (Unanimous). Copy attached

Item #5.1: Town Manager Update
Assistant Town Manager Pat DeVane noted that the CDBG project is 2 houses, remodel 3rd house
and open bids on October 5, 2023 for the house on Oak Street. Working on Street Lighting
Project with a budget of $345, 000.00. Meeting on September 11, 2023 to make an amendment
to the budget, fees are too high.
Item 6.1: CDBG-NR – 2022 Program Policies for the Elizabethtown Community Center Project
Jessie Miars, Compliance/Environmental Specialist with Insight noted that the policies are in the
packet. The Town will comply with the provision of the Housing and Urban Development to hire
locals and equal opportunity plan. Council Member Howell Clark Jr, seconded by Mayor Pro
Tem Rufus Lloyd, moved to approve CDBG-NR – 2022 Program Policies for the Elizabethtown
Community Center Project (Unanimous). Copy attached and incorporated herein by reference.
Item 6.2: Agreement Amendment No. 1 and Amendment to the Grant Project Ordinance from
The Adams Company for 2020 CDBG-NR Administration and Housing Services
Assistant Town Manager Pat DeVane noted that the Town selected another firm to perform the
street lighting and sidewalk services for the CDBG-NR project that constitutes an amendment to
the Adams Company agreement with the Town. Council Member Paula Greene, seconded by
Council Member Ricky Leinwand, made a motion to approve Agreement Amendment No. 1 and
Amendment to the Grant Project Ordinance for the Adams Company for 2020 CDBG-NR
Administration and Housing Services (Unanimous). Copy attached and incorporated herein by

Item #6.3: Monthly Financial Report
Finance Director Sharon Penny noted that on page 2 the combined funds as of August 31, 2023
are $303,936.07 and the back taxes for 2021 and 2022 are down $70,000.00. Council Member
Howell Clark Jr., seconded by Mayor Pro Tem Rufus Lloyd, moved to approve Monthly
Financial Report (Unanimous). Copy attached and incorporated herein by reference.
Item #7.1: “Briefly”
Town Manager briefed on the following:
Council Member Rich Glenn’s birthday is September 19, 2023.
Finance Director Sharon Penny’s birthday is September 20, 2023.
Director of Communications & Marketing Terri Dennison noted that the 250th celebration is
September 23, 2023. There will be music from 5:00- 8:00 pm, contests, musicians, 5 churches
participating, will need Council at the Farmers Market by 10:00 am.
EDA award grant for Live Work Play Campus Elizabethtown Industrial Park – grant amount
$690,604.00.
Item 8.1: Open Forum
Ms. Mary McDowell at 703 Blanche Street noted that the stop sign by Scrimon Street is covered
with vines. The light companies and Spectrum said it is not their problem. Ms. McDowell wants
to know what can be done about it.
Mr. Octavis Rhone originally from Elizabethtown noted that he has worked as an Engineer for 30
years. He noted that the streets in Newtown are still the same and he wants to help make
improvements.
With no further business to conduct, Council Member Ricky Leinwand, seconded by Council
Member Paula Greene, moved to adjourn (Unanimous).
