PLEDGE OF ALLEGIANCE IV. APPROVAL OF MINUTES A. Approval of July 31, 2025 Minutes. FOR POSSIBLE ACTION. ** A motion was made by Member Storla, seconded by Member Brake to approve the minutes from the July 31st meeting. The motion Passed. (4-0) V. COMMENTS BY THE GENERAL PUBLIC Vice Chair Harmony Stahl called for public comment and did not receive a response. October 16, 2025 Parks and Recreation | Minutes Page 1 of 5  VI. REPORTS A. 1. Updates: New Pool and Rec Center Parks Conversion process Court Rehabilitation Project Youth Baseball Tournaments for 2026 SnoBowl Parks Winterization Schedule Restroom Restoration Projects Shade Structure Installation at Sports Complex 2. Review of Capital Projects for 2026 New Pool and Rec Center Mr. Wiley reported that he had the same old news on the pool and rec center. The ultimate goal was to have an opening in the first week of January and construction was progressing. He added the exterior was pretty much done but the interior still needed a bunch of work and the pools needed to be plastered and finished off. Vice Chair Stahl asked if they were planning to redo the pool this winter. Mr. Wiley responded he did not believe so. He added they are working on plans to incorporate the outdoor pool as part of the new center and would be a separate project. They did find where they had been losing water and Rusty Bahr has a solid plan for getting the problems fixed but he did not know a timeframe. Parks Conversion Mr. Wiley reported that due to the expansion of the museum and leasing the old pool to the Boys and Girls Club, which are encumbered lands, they have to acquire new land of equal value and develop new outdoor recreation. He said they own a small piece of property on Stitzel Drive that abuts to the Lutheran Church property and they have been working with the church to purchase and convert that land to make up for the encumbered land that has been lost. He added that they were currently in the appraisal process and were hopeful they could move forward with that conversion. Court Rehabilitation Project Mr. Wiley reported the project had went out to bid earlier this summer. They had ran into a few technicalities with the bid and had to pull the 50% work requirement out and cleaned up some of the technical specs within the project. He added they are currently out to bid again and expect to open bids on October 21st and award the a bid on November 12th. They will start the project as early as they can in the spring and hopefully finish by the end of June. Vice Chair Stahl asked if all three were under one contract. October 16, 2025 Parks and Recreation | Minutes Page 2 of 5  Mr. Wiley confirmed it was one contract and two separate sites, and the Main City Park component was separated from the Southside Park component. Member Lynette Davis asked which one will go first. Mr. Wiley responded they can’t really dictate schedule, but they will have conversations with the contractors to stress the importance of maintaining some level of play down there (Southside Park). He added the handball court and basketball court could likely be down for a while. Youth Baseball Mr. Wiley said one of the goals with building the sports complex was to attract tournaments and generate revenue throughout the community. They have had a few tournaments since they built it but they have been working with a western regional tournament director to organize a large youth baseball tournament in June Father’s Day weekend. They could see as many as 60 to 70 teams coming to the area that weekend and will use every available baseball and softball field that they have in town to accommodate that. He added that the following weekend, District 3 Little League will be hosting all age groups in the baseball arena and will also be a big event. SnoBowl Mr. Wiley reported SnoBowl was ready, they just needed snow. There would be a lot of work to do when they get snow to get prepared and they are anticipating opening the second weekend in January. Parks Winterization Schedule Mr. Wiley reported they have to do this every year and it takes the better part of a month. He said the Parks Department has started on it already, and restrooms have been locked and blue rooms are out there, drains have been opened and air has been blown through all of the lines to ensure there are no unnecessary breaks in the spring. He said they should be completely winterized towards the end of the month. Vice Chair Stahl asked if the winterization included evaluating all of the benches and tables, as she had noticed them pulled from the parks. Mr. Wiley responded they are over near the park shop and they will spend a month or so scraping and repainting all of them. Restroom Restoration Projects Mr. Wiley reported this would be the second year of this project, and there will probably be at least one more year of it. He said they started in the Main City Park and Angel Park and did exterior painting, interior painting and a total redo of the floors. They placed brand new partitions in them as well as new exterior doors. He said the next phase is Southside restroom, which recently got a October 16, 2025 Parks and Recreation | Minutes Page 3 of 5  new roof put on it. This year they would choose two parks and next year they would choose two others. Shade Structure Installation at Sports Complex Mr. Wiley reported this was an element that was intended to be in the initial contract with the Sports Complex, but there was a problem getting the final design done on time so they will now be doing it in-house. He said they are custom-made shade structures they are currently awaiting the arrival of, but they should be up in time for springtime and the big tournaments coming up. He added they will cover the main set of bleachers out there at the complex. Member Andrew Storla asked if they were cloth. Mr. Wiley responded they are a fabric cell with a steel frame, and they will not leave the fabric up over winter. Review Capital Projects for 2026 Mr. Wiley reported they would be taking a closer look at them come budget time when they reconvene in January and will be adding another year of projects to the five-year plan (included in the agenda packet). He noted the grand total for the upcoming fiscal year was considerably less at $610,000 than the previous fiscal year at $2.8 million. He said this was a little bit by design so they could bank some money for the bigger projects they have planned down the road. B. BOARD REPORTS No reports. VII. SCHEDULE THE NEXT PARKS AND RECREATION ADVISORY BOARD MEETING The next meeting was scheduled for Jan 15, 2026 at 6:30 pm. VIII. COMMENTS BY THE GENERAL PUBLIC Member Davis thanked Mr. Wiley for allowing the pickleballers to store their stuff at Southside. Mr. Wiley said you’re welcome and said they can continue to do that. Vice Chair Stahl stated she understood the Girl Scout House was recently given back to the city. She asked if that facility was under the Parks and Recreation Board when it was previously owned by the city. Mr. Wiley responded that the city owned and Parks maintained the property, including the building the best they could. He added they would need to have further discussions going forward, but he thought the end goal was to be able to accommodate the Girl Scouts and other uses when time October 16, 2025 Parks and Recreation | Minutes Page 4 of 5  allows. He said they could possibly do some programming out of that facility on the recreation front. Vice Chair Stahl commented it seemed like a potential arts and crafts summer program type of facility, but it also seemed like another facility that would require maintenance. Mr. Wiley said there were certainly some issues with the building and now that the city owns it again, they are responsible for it. He said he didn’t know what that looks like today, but it was something they would have to dive into to determine what they can or can’t do, though the goal would be to utilize the space.
