I. CALL TO ORDER
Paul Algerio, City of Elko Street Superintendent and Board Member, called the meeting to order at
3:11 PM.

III. COMMENTS BY THE GENERAL PUBLIC
Pursuant to N.R.S. 241, this time is devoted to comments by the public, if any, and discussion of
those comments. No action may be taken upon a matter raised under this item on the agenda until
the matter itself has been specifically included on a successive agenda and identified as an item
for possible action. ACTION WILL NOT BE TAKEN.
There were no public comments.
IV. APPROVAL OF MINUTES
A. Review, consideration and possible approval of minutes for May 21, 2024. FOR POSSIBLE
ACTION
Lana Carter, Carter Engineering and Vice-Chairman, said everything looked good to her.
Mr. Algerio agreed but questioned if action could be taken with only two board members present. A
motion was made by Ms. Carter and seconded by Mr. Algerio to approve the minutes for the May 21,
2024, meeting. The motion passed unanimously (2-0), but since a quorum was not established, this was
not an official action. This item will be brought back before the board at a later meeting.

VIII. GENERAL DISCUSSION
As a quorum was not established, the remainder of the meeting was general discussion.
Ralph Negron, City of Elko Development Manager, introduced Kurstin Sirotek, the City’s new
Environmental Coordinator.
Ms. Sirotek, said for the time being she is running with everything the previous Environmental
Coordinator did, like the monthly outfall inspections. If anything needs to be changed down the road,
it will be addressed then. Recently she completed a training course on water pollution control on
construction sites. She will be going to StormCon soon to complete a Part 1 CISEC (Certified Inspector
of Sediment and Erosion Control) training course and exam. After she has two years of experience, she
can complete the full examination.
Ms. Carter asked how many outfalls there are.
Ms. Sirotek said there were about 40 outfalls, but last year they were recategorized. Now the City is
only required to inspect the primary outfalls on a regular basis, monthly.
Mr. Algerio asked if Ms. Carter had any follow-up on the inspections from the state that she reported
during the last meeting.
Ms. Carter said the state identified a few minor items at the Bergeron project. The contractor was given
ten days to take corrective actions. Ruby Dome got right on it and fixed the items. She provided photo
documentation of the actions taken and has not heard back from the state since. Either they haven’t
found any issues since or haven’t visited again. She always anticipates a visit from the state in the
spring, usually in May, because permit renewals are on June 30th.
Mr. Algerio said for the next SWAC meeting we could come up with a couple of items to discuss, if
anybody has anything.
Ms. Carter asked who is currently on the board.
Mr. Algerio said he didn’t think we had a Chairman, because that used to be Bob Thibault. We haven’t
had any elections since he left. We'll have to look into nominating and having an election. He wasn’t
sure how all that takes place.
Ms. Carter wasn’t sure either. Did it have to go to the council?
Mr. Algerio said he didn’t think so. For example, when Dennis Strickland left, he was voted onto the
board by the board. Since Mr. Thibault left, he has been running the meetings.
Ms. Carter said in the past, the Nevada Department of Transportation (NDOT) has been more involved
with the board to maintain a good interface between them and the City. There has been some turnover.

Ms. Sirotek added that she thought Mr. Demaline held the board’s secretary position, so that position
is vacant too.
Mr. Algerio said he would look into it. Maybe the board can recruit somebody.
V. NEW BUSINESS
A. Review, consideration, and discuss ongoing interfacing items with the Nevada Department of
Transportation, and matters related thereto. DISCUSSION ITEM
B. Review City of Elko Stormwater Permit - A review of ongoing enforcement of the City of
Elko's MS4 Permit, and projects associated with the MS4 Permit, and matters related thereto.

VI. SET NEXT MEETING DATE
The next meeting was scheduled for Tuesday, November 19th at 3:00 PM.
