CITY OF ELKO PLANNING COMMISSION REGULAR MEETING MINUTES 5:30 PM, TUESDAY, FEBRUARY 1, 2022 ELKO CITY HALL, COUNCIL CHAMBERS 1751 COLLEGE AVENUE, ELKO, NV 89801 I. CALL TO ORDER Jeff Dalling, Chairman of the City of Elko Planning Commission, called the meeting to order at 5:30 p.m. II. ROLL CALL Present: Jeff Dalling Stefan Beck Gratton Miller Mercedes Mendive John Lemich Garret Kamps Absent: Vacancy City Staff Present: Scott Wilkinson, Assistant City Manager Cathy Laughlin, City Planner Michele Rambo, Development Manager Bob Thibault, Civil Engineer Jamie Winrod, Fire Marshal Shelby Knopp, Administrative Assistant III. PLEDGE OF ALLEGIANCE IV. COMMENTS BY THE GENERAL PUBLIC There were no comments made at this time. V. APPROVAL OF MINUTES A. January 4, 2022 - Regular Meeting FOR POSSIBLE ACTION ***Motion: Approve the January 4, 2022 meeting minutes. Moved by Gratton Miller, Seconded by John Lemich February 1, 2022 City of Elko Planning Commission Meeting Minutes Page 1 of 3  * Motion passed unanimously. (5-0, Garret Kamps abstained) VI. NEW BUSINESS A. MISCELLANEOUS ITEMS, PETITIONS, AND COMMUNICATIONS 1. Review, consideration, and possible action on the 2021 Annual Report of Planning Commission activities. FOR POSSIBLE ACTION Pursuant to City Code Section 3-4-23, the Planning Commission is required to prepare and present an annual report of its activities to the City Council. Cathy Laughlin, City Planner, went over the Annual Report that was included in the agenda packet. ***Motion: Approve the 2021 Annual Report of Planning Commission Activities as presented, and forward a recommendation to City Council to approve the report. Moved by Mercedes Mendive, Seconded by Gratton Miller * Motion passed unanimously. (6-0) VII. REPORTS A. Summary of City Council Actions Ms. Laughlin reported that at the January 11th City Council meeting they approved PM 2-21 for Lynn Forsberg. They filled the Planning Commission vacancy with Garret Kamps; he was the only applicant. They also approved the 2022 Work Program for Planning Commission. The 2nd Readings for Rezone 1-21 and 2-21 were both approved. At the 25th Meeting, the City Council denied CGS Waiver that was for a Commercial property off of 5th and Clarkson. They approved a Revocable Permit for the Maverick Chevron. Normally those are adminstratively approved, but the current resolution doesn't include backflows or infrastructure items. Ms. Laughlin took a new resolution to the City Council and added in the infrastructure items to be approved administratively. The City Council approved the modification to the resolution. RAC Meeting Last thrusdaty. Reviewed Storefront Grants. Made Recoomendations to RDA. RDA will meet on Feb 8th. Ms. Laughlin reported that at the next City Council meeting she would be taking them the resignation of Mr. Anderson for approval and authorization to advertise to fill his position. We will be putting it in the newspaper, on the City Facebook page, and the City website. B. Summary of Redevelopment Agency Actions February 1, 2022 City of Elko Planning Commission Meeting Minutes Page 2 of 3  Ms. Laughlin reported that there was a RAC Meeting last Thursday. They reviewed the outstanding Storefront Grants and made recoomendations to the RDA. The RDA will meet on Feb 8th. C. Professional articles, publications, etc. 1. Zoning Bulletin a Zoning Bulletin - December 10, 2021 D. Miscellaneous Elko County E. Training 1. Training Ms. Laughlin went over the training that was included in the packet. VIII. COMMENTS BY THE GENERAL PUBLIC There were no public comments made at this time. NOTE: The Chairman or Vice Chairman reserves the right to change the order of the agenda and if the agenda is not completed, to recess the meeting and continue on another specified date and time. Additionally, the Planning Commission reserves the right to combine two or more agenda items, and/or remove an item from the agenda, or delay discussion relating to an item on the agenda at any time.
