CITY OF ELKO PLANNING COMMISSION REGULAR MEETING MINUTES 5:30 PM, TUESDAY, MARCH 1, 2022 ELKO CITY HALL, COUNCIL CHAMBERS 1751 COLLEGE AVENUE, ELKO NV 89801 I. CALL TO ORDER Jeff Dalling, Chairman of the City of Elko Planning Commission, called the meeting to order at 5:30 p.m. II. ROLL CALL Present: Jeff Dalling Stefan Beck Mercedes Mendive John Lemich Garret Kamps Absent: Gratton Miller City Staff Present: Scott Wilkinson, Assistant City Manager Cathy Laughlin, City Planner Michele Rambo, Development Manager Jamie Winrod, Fire Marshal Shelby Knopp, Administrative Assistant III. PLEDGE OF ALLEGIANCE IV. COMMENTS BY THE GENERAL PUBLIC Pursuant to N.R.S. 241, this time is devoted to comments by the public, if any, and discussion of those comments. No action may be taken upon a matter raised under this item on the agenda until the matter itself has been specifically included on a successive agenda and identified as an item for possible action. ACTION WILL NOT BE TAKEN V. APPROVAL OF MINUTES A. February 1, 2022 Regular Meeting - FOR POSSIBLE ACTION ***Motion: Approve the minutes as presented. Moved by Stefan Beck, Seconded by John Lemich March 1, 2022 City of Elko Planning Commission Meeting Minutes Page 1 of 4 * Motion passed unanimously. (5-0) VI. NEW BUSINESS A. MISCELLANEOUS ITEMS, PETITIONS, AND COMMUNICATIONS 1. Review, consideration, and possible action to initiate an amendment to the City of Elko Master Plan, specifically amending the Proposed Future Land Use Plan Atlas Map 8 by: 1) amending the location of proposed future cemeteries; 2) amending the land use designation of APN 001-553-009 located at 1300 Fairway Drive; 3) amending the land use designation of multiple parcels located north of Silver Street and east of 12th Street; 4) and amending the land use designation of several parcels located on W. Idaho Street west of the airport runway, and matters related thereto. FOR POSSIBLE ACTION Recent development applications, the creation of the veteran's cemetery, and observation have revealed some needed revisions to the Master Plan. These include moving the future City cemetery site, fixing some inconsistencies between existing Zoning districts and Master Plan designations, and creating land use designations on parcels where they do not yet exist. NRS Section 278.210(5) allows Master Plans to be amended up to four times a year. This amendment is the first in 2022. Michele Rambo, Development Manager, went over the proposed amendments listed in the City of Elko Staff Report dated February 14, 2022, which was included in the packet. Commissioner Stefan Beck asked if the location of the VA Cemetary was going to change. (No) ***Motion: Initiate an amendment to the City of Elko Master Plan, and direct staff to bring the item back as a resolution and public hearing. Moved by Stefan Beck, Seconded by Garret Kamps * Motion passed unanimously. (5-0) 2. Review, consideration, and possible action to initiate an amendment to the City Zoning Ordinance, specifically sections 3-2-2 Definitions and 3-2-10 PC, C Commercial Districts, and matters related thereto. FOR POSSIBLE ACTION Cathy Laughlin, City Planner, explained that this would be a repeal and replace of Section 3-2-10 of the Elko City Code. She then went over the significant changes listed in Memo to the Planning Commission dated February 22, 2022, which was included in the packet. ***Motion: Initiate an amendment to the City Zoning Ordinance, specifically Sections 3-2-2 Definitions and 3-2-10 PC, C Commercial Zoning Districts and direct staff to bring the item back as public hearing. Summary of City Council Actions Ms. Laughlin reported on February 8th the City Council approved a Reversion to Acreage to combine the Police Deparment parcel and the parcel behind it. They also approved the Planning Commission Annual Report, and accepted the letter of resignation from John Anderson from the Planning Commission. On February 22nd the City Council presented Mr. Anderson a plaque of appreciation for his service on the Planning Commission. B. Summary of Redevelopment Agency Actions Ms. Laughlin reported that there was an RDA meeting on February 8th. They approved the RAC's recommendations on the Storefront Grants. They deobligated the funding for one grant and sent a letter to several others to bring them into compliance. There was another agenda item for discussion on safety concerns in the Downtown. C. Training Ms. Laughlin reported that she included a training on Master Plans. She thought it would be helpful for the Commissioners to read through it as they were going through the Master Plan Amendment process. VIII.
