No action may be taken upon a matter raised under this item on the agenda until the matter itself has been specifically included on a successive agenda and identified as an item for possible action. Review, consideration and discussion and possible approval of Bylaws for the Development Advisory Committee (DAC), and matters related thereto. FOR POSSIBLE ACTION At the first meeting of the DAC, it was discussed that the Committee should adopt a set of Bylaws. The Bylaws will first be reviewed and revised by the DAC, as appropriate. Once the DAC recommends approval, the Bylaws will be presented to the City Council. VI.B. Review, consideration, discussion, and possible recommendation concerning issues raised by members of the local building community on the following topic: agenda packet format, and matters related thereto. FOR POSSIBLE ACTION The discussion of this item was requested as part of the priority list provided by the Elko Area Housing and Development Coalition on Friday, September 9, 2022. Review, consideration, discussion, and possible recommendation concerning issues raised by members of the local building community on the following topic: driveway slope, and matters related thereto. FOR POSSIBLE ACTION MR The discussion of this item was requested as part of the priority list provided by the Elko Area Housing and Development Coalition on Friday, September 9, 2022. VI.D. Review, consideration, discussion, and possible recommendation concerning issues raised by members of the local building community on the following topic: citing code/violations by the Building Department, and matters related thereto. FOR POSSIBLE ACTION MR The discussion of this item was requested as part of the priority list provided by the Elko Area Housing and Development Coalition on Friday, September 9, 2022. VII. UNFINISHED BUSINESS VII.A. Review, consideration and discussion and possible recommendations concerning issues raised by members of the local building community on the following topic: stamps required for plans, and matters related thereto. FOR POSSIBLE ACTION At the previous meeting of the DAC, the Committee discussed the following issue: Architect's Stamp. Catherine Wines seeks to have the City to accept an architect’s stamp on plans rather than having them reviewed by WC3. The above issue is still being reviewed and discussed by the DAC. At this meeting, the DAC may make recommendations to City Council or terminate further discussion on any of these items. VII.B. Review, consideration and discussion and possible recommendations concerning issues raised by members of the local building community on the following topic: abandonment and nonconforming uses, and matters related thereto. FOR POSSIBLE ACTION At the previous meeting of the DAC, the Committee discussed the following issue: Abandonment. Members of the building community want to look into changing the period of time after which a building is considered abandoned from 1 to 2 or 3 years. The above issue is still being reviewed and discussed by the DAC. At this meeting, the DAC may make recommendations to City Council or terminate further discussion on any of these items. VII.C. Review, consideration and discussion and possible recommendations concerning issues raised by members of the local building community on the following topic: parking requirements, and matters related thereto. FOR POSSIBLE ACTION September 16, 2022Development Advisory Committee Page 3 of 6  At the previous meeting of the DAC, the Committee discussed the following issue: Parking Requirements. Members of the building community want street parking allowed throughout the City (including the central parking corridor) as a substitute for off-street parking requirements. The above issue is still being reviewed and discussed by the DAC. At this meeting, the DAC may make recommendations to City Council or terminate further discussion on any of these items. VII.D. Review, consideration and discussion and possible recommendations concerning issues raised by members of the local building community on the following topic: use of model homes as offices, and matters related thereto. FOR POSSIBLE ACTION At the previous meeting of the DAC, the Committee discussed the following issue: Use of Model Homes as Builder's Office. Members of the building community request the City to look into a Code revision to permit this type of occupancy. The above issue is still being reviewed and discussed by the DAC. At this meeting, the DAC may make recommendations to City Council or terminate further discussion on any of these items. VII.E. Review, consideration and discussion and possible recommendations concerning issues raised by members of the local building community on the following topic: staging model homes for showing, and matters related thereto. FOR POSSIBLE ACTION At the previous meeting of the DAC, the Committee discussed the following issue: Use of Homes for Staging Prior to COO. Members of the building community want to have the ability to put furniture in homes that had not yet received certificates of occupancy just to stage them for potential home buyers. The above issue is still being reviewed and discussed by the DAC. At this meeting, the DAC may make recommendations to City Council or terminate further discussion on any of these items. VII.F. Review, consideration and discussion and possible recommendations concerning issues raised by members of the local building community on the following topic: Energy Code amendments, and matters related thereto. FOR POSSIBLE ACTION At the previous meeting of the DAC, the Committee discussed the following issue: Energy Code. Members of the building community believe that the City should consider repealing the Energy Code requirements and making them just advisory. There is interest on the part of City Staff in determining if portions of the Energy Code may be excluded from September 16, 2022Development Advisory Committee Page 4 of 6  city code. City staff believes this issue would be best addressed during the next code cycle adoption. The above issue is still being reviewed and discussed by the DAC. At this meeting, the DAC may make recommendations to City Council or terminate further discussion on any of these items. VII.G. Review, consideration and discussion and possible recommendations concerning issues raised by members of the local building community on the following topic: the master reuse program and possible revisions to the Building Code, and matters related thereto. FOR POSSIBLE ACTION At the previous meeting of the DAC, the Committee discussed the following issue: Master Reuse Program and Plan Review. Members of the building community are interested in expediting plan reviews through the master reuse program -- and possibly standalone constructions as well -- when changes are proposed after a permit has been issued. The City is constrained by NRS 278.610, which prevents people from building without a permit and prevents the building official from issuing a permit unless the plans conformed to all building code and zoning regulations. There are different options to explore in terms of expediting plan reviews, such as distinguishing material changes from nonmaterial or cosmetic changes, hiring a certified plan reviewer, and allowing builders to submit pre-approved plans. The above issues are still being reviewed and discussed by the DAC. At this meeting, the DAC may make recommendations to City Council or terminate further discussion on any of these items. VIII.
