CITY OF ELKO PLANNING COMMISSION REGULAR MEETING MINUTES 5:30 PM, TUESDAY, MARCH 7, 2023 ELKO CITY HALL, COUNCIL CHAMBERS 1751 COLLEGE AVENUE, ELKO, NV 89801 I. CALL TO ORDER Stefan Beck, Vice-Chairman of the City of Elko Planning Commission, called the meeting to order at 5:30 p.m. II. ROLL CALL Present: Stefan Beck Mercedes Mendive John Lemich Michael Irish Tony Odeh Absent: Jeff Dalling Garret Kamps City Staff Present: Scott Wilkinson, Assistant City Manager Cathy Laughlin, City Planner Rachel Randall, Planning Technician III. PLEDGE OF ALLEGIANCE IV. COMMENTS BY THE GENERAL PUBLIC There were no public comments made at this time. V. APPROVAL OF MINUTES A. February 7, 2023 - Regular Meeting - FOR POSSIBLE ACTION ** A motion was made by Commissioner Mendive, seconded by Commissioner Lemich to approve the minutes as recorded on February 7, 2023. The motion passed unanimously. (5-0) March 7, 2023 City of Elko Planning Commission Meeting Minutes Page 1 of 3 VI. NEW BUSINESS A. PUBLIC HEARING 1. Review and consideration of Tentative Map 1-23, filed by Ash Street Village, LLC for the development of a subdivision entitled Ash Street Village involving the proposed division of approximately 0.401 acres of property into 12 lots for townhome development and one (1) common lot within the RB (Residential Business) Zoning District, and matters related thereto. FOR POSSIBLE ACTION Subject property is located at the northeast corner of 5th Street and Ash Street. (APNs 001-067-017 and 001-067-018) Vice-Chairman Stefan Beck stated the Elko Daily Free press errored in not printing the public hearing notification for the Ash Street Village tentative map on February 24, 2023. ** A motion was made by Commissioner Odeh, seconded by Commissioner Mendive to table the item because it was not reported correctly in the Elko Daily Free Press. The motion passed unanimously. (5-0) B. MISCELLANEOUS ITEMS, PETITIONS, AND COMMUNICATIONS 1. Review, consideration and possible action to schedule a special Planning Commission meeting to be held March 21, 2023 at 5:30 p.m. in Council Chambers, and matters related thereto. FOR POSSIBLE ACTION The Elko Daily Free Press errored in not printing the public hearing notification for the Ash Street Village Tentative Map on February 24, 2023 so the item needs to be tabled from the March 7, 2023 meeting and placed on the agenda for a future meeting. Due to the short construction season, the applicant would like a special meeting scheduled to hear the item due to the delay. CL ** A motion was made by Commissioner Mendive, seconded by Commissioner Odeh to schedule a special Planning Commission meeting to be held March 21, 2023 at 5:30 p.m. in Council Chambers. The motion passed unanimously. (5-0) VII. REPORTS A. Summary of City Council Actions Cathy Laughlin, City Planner, reported that at the February 14th City Council meeting the 2023 City of Elko Land Inventory Update was approved, the 2022 Planning Commission Annual Report was March 7, 2023 City of Elko Planning Commission Meeting Minutes Page 2 of 3 approved, and there was a second reading of Ordinance 878, Street Vacation Procedures. Vacation applications will no longer be heard before the Planning Commission unless City Council refers it. At the February 28th meeting, a Code amendment for processing revocable permits was initiated. B. Summary of Redevelopment Agency Actions Ms. Laughlin reported that at the February 14th RDA meeting, Vacation No. 1-23, filed by the County of Elko, was reviewed and the Agency supported the Planning Commission's recommendation to conditionally approve it, and the Infrastructure Grant Program was finalized. The Storefront Grant Program application period for 2023 is open until March 31st. Looking forward, she reported Staff is working through the final stages of the amendment to City Code 3-2-10 – Planned Commercial & Commercial Districts. It will come before the Planning Commission in April. There are also a couple of pending applications that have been in the Planning department for several months, waiting on property owner consent that should come before the Planning Commission soon.
