I. CALL TO ORDER
Catherine Wines called the meeting to order at 4:37 p.m.
II. ROLL CALL

There were no public comments.
V. APPROVAL OF MINUTES
V.A. April 5, 2023 Regular Session
** A motion was made by Member Lester, seconded by Member Delaney to approve the
minutes from April 5, 2023 with one stated correction.
The motion passed unanimously. (3-0)
VI. UNFINISHED BUSINESS
VI.A. Review, discussion, and possible action on the Power/Signal Project, and matters
related thereto. FOR POSSIBLE ACTION
Catherine Wines said we have a call to artists and she spoke to Scott about some changes. We have
already taken action to distribute this. She passed it around. We changed the dates on there to
make it a little later. This is usually the time we do the call to artists for the Mayors Arts Awards.

Cynthia Delaney felt this was different from the Mayors Arts Awards.
Ms. Wines thought we held off on this last year because of the Mayors Arts Awards.
Scott Wilkinson, Assistant City Manager, stated he could not remember why we held off last year.
Tom Lester asked if this was painting boxes? (yes) He thought they should move forward with it.
Ms. Wines asked if they needed to take action on this or not.
Mr. Wilkinson answered we have had the action to issue the call. He didn't think they needed any
further action. In July they will start the Mayors Arts Awards.
Ms. Wines asked Mr. Lester to review the handout.
Ms. Delaney stated she didn't think a lot of people would apply to do this but hoped for some
variety.
Mr. Wilkinson said the board could take action to approve an amount for up to $1,500. That is an
important action to take.
** A motion was made by Member Delaney, seconded by Member Lester to approve the
cap of $1,500 for payment for the artists completing the power signal project for 2023.
The motion passed unanimously. (3-0)
VI.B. Review, discussion action on the Community Tree Projects, and matters related
thereto. FOR POSSIBLE ACTION
Ms. Wines explained this was a project Councilwoman Simons was working on and she didn't
know where they were with it.
Mr. Wilkinson stated he didn't have an update on it either.
NO ACTION
VI.C. Review, discussion, and possible action concerning the 2026 Sestercentennial Art
Project, and matters related thereto. FOR POSSIBLE ACTION
Ms. Wines explained that before this meeting, Scott, Bob Thibault, Cathy Laughlin and she had a
meeting about this. They are trying to get everything aligned to begin the fundraising process. She
has met with Nevada Gold Mines and they feel this would be a great project. We are eligible for
their outreach grant program. They may be able to fund partially over the next three years. At this
time we need a cost estimate so we know how much we need to raise. We talked about approaching
the City to put some money up for some studies that can be reimbursed later. She has talked to

Eric Lattin about the project. He is a great fundraiser and she felt he will be a great help. He is
also donating the engineering on the project. Councilwoman Simons was talking about the
schoolchildren getting involved somehow with the project too.

VII. REPORTS
VII.A. Update on the Art Pedestals on the Block Ends Construction Project in the Downtown
Corridor, and matters related thereto. INFORMATION ONLY - NON ACTION
ITEM
Ms. Wines felt we can take this off the agenda until we apply for another grant. The Elko Art
Foundation has talked about painting a big ball/tank from Chris Johnson.
Mr. Wilkinson said that could just sit out there.
Ms. Wines said that doesn't even need a pedestal. We have talked about the Elko Art Foundation
painting it as a project. Simon loves doing projects like that.
VII.B. Update from the Representative from the Redevelopment Advisory Council, and
matters related thereto. INFORMATION ONLY - NON ACTION ITEM
Ms. Wines said at the last meeting, the RDA awarded $50,000 in grants for storefront
improvements. One award was for some small items like windows and stucco. The other one is a
significant improvement on an old vacant building at 3rd and Idaho.
VIII. SCHEDULE THE NEXT MEETING
VIII.A. The Next Meeting of the Arts and Culture Advisory Board is scheduled to meet at
4:30 P.M., P.D.T., on Wednesday, July 5, 2023, and matters related thereto. FOR
POSSIBLE ACTION
All board members stated they were good with the next meeting being held on July 5, 2023.
Mr. Wilkinson reminded them the Mayors Arts Awards call to artist will be on that agenda.
IX. COMMENTS BY THE GENERAL PUBLIC
Ms. Delaney noted the Mining Expo appears to be in full swing.
Mr. Lester felt more vendors are coming in since COVID. The golf tournament was sold out. They
were worried the people that attend won't get the value they need out of it. Jerritt Canyon closed
and now we just have Nevada Gold Mines. We have speakers from the different mines that is
different and interesting.

Ms. Wines said the downtown restaurants are crazy busy. The Elko Art Foundation was
approached by Basque Club about the mural at the hand-ball court. The mural is in bad shape and
needs to be retouched. The Basque Club doesn't think they have enough money to do it and hope
to partner with the Parks and Recreation Department about it.
Mr. Wilkinson thought they were trying to reach out to the original artist for the project. He said
James Wiley may come to Arts and Culture to see if they want to help with the project. We need
to know how much it is going to cost.
Ms. Wines said the Art Foundation gave a quote to the Basque Club. The original artist is in her
80's but we want her blessing on the project.
Mr. Wilkinson said he would talk about this further with Mr. Wiley.
Ms. Delaney said the Folklife Center is going strong.
There being no further business, the meeting was adjourned.
