City of Elko Arts and Culture Advisory Board Regular Meeting 4:00 PM, Wednesday, August 2, 2023 Elko City Hall, Council Chambers, 1751 College Avenue, Elko, NV 89801 I. CALL TO ORDER II. ROLL CALL Present: Catherine Wines, ACAB Tom Lester, ACAB Mica Johnson, ACAB Mandy Simons, Councilwoman arrived at 4:39p.m. Absent: Cynthia Delaney, ACAB City Staff Present: Scott Wilkinson, Assistant City Manager III. PLEDGE OF ALLEGIANCE IV. COMMENTS BY THE GENERAL PUBLIC IV.A. Pursuant to N.R.S., this time is devoted to comments by the public, if any, and discussion of those comments. No action may be taken upon a matter raised under this item on the agenda until the matter itself has been specifically on a successive agenda and identified as an item for possible action. ACTION WILL NOT BE TAKEN There were no public comments. V. APPROVAL OF MINUTES V.A. July 5, 2023 Regular Session ** A motion was made by Member Lester, seconded by Member Johnson to approve the minutes from July 5, 2023. The motion passed unanimously. (3-0) VI. UNFINISHED BUSINESS VI.A. Review, discussion, and possible action on the Power/Signal Project, and matters related thereto. FOR POSSIBLE August 2, 2023 Arts and Culture | Minutes Page 1 of 5 Scott Wilkinson, Assistant City Manager, stated he has not been able to get all of the information together yet. Catherine Wines stated she knows Vegas, Reno and Sparks already do this so maybe we could use their agreements. Mr. Wilkinson answered yes they do and we have researched this. In the past, we spent quite a bit of time on this. Ms. Wines stated there is a transformer by where she parks on 4th Street that would look fatastic. VI.B. Review, discussion, and possible action on the Community Tree Projects, and matters related thereto. FOR POSSIBLE ACTION Ms. Wines stated this was about a Christmas Tree. At the last meeting we decided private citizens should bring this to the Council rather than this board. Ms. Wines and Councilwoman Simons will get together and discuss this. This item can be moved to reports on the next agenda. VI.C. Review, discussion, and possible action concerning the 2026 Sestercentennial Art Project, and matters related thereto. FOR POSSIBLE ACTION Ms. Wines stated there is a prelimanry plan for the civil design. There is money pledged from several different businesses. Ms. Wines has also spoken to NGM and they have requested a formal proposal. Councilwoman Simons asked if we know how much has been donated and how much do we still need. Ms. Wines answered there is approximately $45,000 committed and they have a cost estimate. Tom Lester stated some tourism professionals in the commuinity are hosting the Lt. Governor for dinner to see if the Governor's Office has additional money to that may help us. He also asked Nevada Tourism if they can help. The Governor is coming to Elko mid-August. The Lt. Governor is coming over for the Fair to be in the parade. The dinner will be August 30th at the Star. Ms. Wines stated there is a group forming. It is called America 250. Other communities are getting started on the 250th Birthday. Councilwoman Simons asked about any grant opportunities. Ms. Wines answered the America 250 is a social media group encouraging others to tell their story on social media. August 2, 2023 Arts and Culture | Minutes Page 2 of 5 Mr. Lester stated we applied for Destination Development Grants for burning man pieces in corridor. Maybe we can do it for this project. The issue was we did not put in a 5 year maintainence plan. Councilwoman Simons asked if we were going to come up with a logo. Ms. Wines stated the America 250 logo is very good. She will reach out to them to see if their logo can be used and we can add Elko to it. Mr. Wilkinson added the parcel map has been approved and the parcel has been created. He will work with staff to get the PQP zoning and we will need to do a conditional use permit (CUP). You have to be actively engaged in developing the property. He thinks we are advanced enough to meet this requirement. The City will be moving forward on this. The CUP will need a little more information, like elevation, but we will go ahead with the rezone. The City planner will work on this. Ms. Wines asked about the parking area. She asked if Mr. Thibault could take a look at it and get with Black Dolphin on it. Mr. Wilkinson discussed the landfill charges and need for fill. Ms. Wines asked if some of it can just be pushed down the hill. Mr. Wilkinson stated it will need to stay on the parcel. Ms. Wines said she will start working on the application to NGM. She is thinking $50, 000 a year until we get them to $150,000. She will wait until next month and bring it back to board. VI.D. Review, discussion, and possible action concerning the Mayor Arts Awards, and matters related thereto. FOR POSSIBLE ACTION Ms. Wines explained there was a call to artists and there was only one reply. She stated it was a really good reply from Patty Fox who used to be a professor at the College. Last year she was our second choice. ** A motion was made by Member Johnson, seconded by Member Simons to award Patty Fox the Mayors Art Award Winner The motion passed unanimously. (4-0) Ms. Wines explained we need to make a decision about when we are going to do the awards. She felt November seems to be the best month. The normal meeting for November would be the 1st. Or it could be on the 8th. Mr. Lester stated let's just do it on November 1. August 2, 2023 Arts and Culture | Minutes Page 3 of 5 ** A motion was made by Member Simons, seconded by Member Lester to approve scedule the Award Mayors Art Awards on November 1, 2023 at 4:30 p.m. upon the Mayor's availablility, and Ms. Wines will send out the nomination forms at the end of the month. The motion passed unanimously. (4-0) Ms. Wines said the nomination forms are still good and will put them out towards the end of the month. VII. NEW BUSINESS VII.A. Review, discussion and possible approval of the Arts Brochure and Map, and matters related thereto. FOR POSSIBLE ACTION Ms. Wines stated this is about 99% complete and the person from Reno who designed the brochure has been paid. We were going to ask the ECVA for help with printing but held off. However, we get asked about a map frequently. Mr. Lester stated the Convention Center gets asked almost daily and we also need a digital map. Ms. Wines stated her niece who is a College Student has done an assessement of what needs to be fixed and she is going to be able to fix at least six of them. The one in the alley with the Moose needs a bigger fix and the Elko Art Foundation is working with the Artist for this one. Ms. Wines asked the process for asking the ECVA for help with printing. Mr. Lester will check on the budget. Normally it would be applying through marketing to support events. Ms. Wines asked if the City of Elko is able to do this? Mr. Lester stated not necessaruly. He asked about the quantity and possible costs. Ms. Wines stated we could get a quote from Print N Copy. Mr. Lester suggested we print a minimum amount and next year we ask to put them in the Travel Nevada magazine. He suggested getting a quote for 2500. Councilwoman Simons will go get the quote. Mr. Lester will then approach the Rec Board and the Marketing Committee at ECVA. ** A motion was made by Member Simons, seconded by Member Johnson to approve Councilwoman Simons getting a quote from Print N' Copy for 3 quotes for 1000 brochures, with a max of 5000. Update from the Representative from the Redevelopment Advisory Council, and matters related thereto. INFORMATION ONLY - NON ACTION ITEM Ms. Wines diiscussed the RAC voted to dissolve itslef. She stated it has not gone to RDA yet. She stated the two people that voted against this have plans for other things to do if this is dissovled. IX. SCHEDULE THE NEXT MEETING September 6, 2023 at 4:30 p.m. IX.A. The next Arts and Culture Advisory Board Meeting is scheduled to be held on Wednesday, September 6, 2023, and matters related thereto. FOR POSSIBLE ACTION X. COMMENTS BY THE GENERAL PUBLIC Ms. Wines handed out brochures. There are some theatre things coming up in the community. Lori Gilber, KELK, stated the High School is doing the show it at Living Stones Church and tickets are available. Tom Lester stated all vendor space is sold out at POP CON. It will be a star studded event and he described the starts that will be there and the events that will take place. Ms. Wines stated there is also some good visual art shows. X.A.
