The Agenda for this meeting of the City of Elko City Council has been properly posted for this date

V. CONSENT AGENDA
A. Approval of Minutes for the August 12, 2025, Regular Session. FOR POSSIBLE ACTION
B. Review, consideration and possible action to approve City Staff to temporarily adjust the standard
parade route if necessary until the completion of the RDA Downtown Sidewalk Project, and
matters related thereto. FOR POSSIBLE ACTION
Due to the construction and some road closures, it may be necessary to adjust the parade route
for any upcoming parades. CL

Protective Nevada Association of Public Safety Officer Communications Workers of America,

VII. APPROPRIATION
A. Review and possible approval and/or ratification of warrants, Hand Cut and matters related
thereto. FOR POSSIBLE ACTION
B. Review, consideration, and possible approval to purchase a new Peterbilt 567 - Maintex 30100C
Rush Crane & Refuse System Boom Truck Cab & Chassis to be purchased through Sourcewell
Purchasing in the amount of $491,444.00, and matters related thereto. FOR POSSIBLE ACTION
This purchase was approved in the FY 2025/2026 Budget. The existing boom truck is a 1992
National 301B. It is over 33 years old, and it's becoming difficult to service and maintain. For
safety reasons we recommend replacing this vehicle. JK
C. Review, consideration, and possible award for the purchase of meter pits, pillows, polycarbonate
lids and related materials and equipment, and matters related thereto. FOR POSSIBLE ACTION
On April 23, 2024, the City Council directed Staff to solicit Requests for Qualifications (RFQ)
for the Water Department System Modernization Project. This portion of the project is for the
procurement of meter pits and related materials. This is a rebid as the first bids received on June
18, 2025 were found to be non-responsive. On August 13, 2025, three bids were received.
Ferguson Enterprises in the amount of $2,839,091.00, Western Nevada Supply in the amount of
$2,873,700.00 and Core & Main in the amount of $3,896,469.25. The Core & Main bid was found
to be non-responsive. The most complete bid was received by Ferguson Enterprises. JK
D. Review, consideration, and possible issuance of final acceptance for the 12th Street Bridges –
Maintenance Repair Project, and matters related thereto. FOR POSSIBLE ACTION
Q&D Construction has substantially completed the 12th Street Bridges – Maintenance Repair
Project. The project bid amount was $994,669.00 with contract bid adjustments in the amount of
$173,457.25. There were $91,387.87 in deductive bid adjustments. The project total cost was
$1,076,738.38. PA

VIII. NEW BUSINESS
A. Review, consideration and possible action to fill a vacancy on the City of Elko Planning
Commission, and matters related thereto. FOR POSSIBLE ACTION
City Council accepted the resignation from Tony Odeh at their July 22, 2025 meeting. Staff
conducted the standard recruitment process and has received two letters of interest to serve on
the Planning Commission, copies of which are included in the Council packet. The new member
will be appointed to a four-year term, which will expire July 2029.
B. Review, consideration, and possible approval of a request from Ruby Mountain Hot Air, Inc. to
close Chris Sheerin Way on September 19, 2025 from 5:00 P.M. to 11 P.M. for the Ruby
Mountain Balloon Festival Balloon Glow, and matters related thereto. FOR POSSIBLE ACTION
Ruby Mountain Hot Air, Inc. is requesting to close Chris Sheerin Way for their Balloon Glow
event. They plan to use Chris Sheerin Way to stage vendors, such as food trucks. This is the first
time they have requested to close Chris Sheerin Way for their event. AR
IX. RESOLUTION AND ORDINANCE
A. Review and possible adoption of Resolution No. 15-25, a resolution providing for the adoption
of an amended Inter-Local Cooperative Agreement and authorizing the membership thereby to
the Northeastern Nevada Regional Development Authority (NNRDA), and matters related
thereto. FOR POSSIBLE ACTION
Sheldon Mudd, Executive Director of the NNRDA will present an update on the NNRDA. Copies
of Resolution No. 15-25 and the current amended Inter-Local Cooperative Agreement have been
enclosed in the agenda packet for review. JB
X. 5:30 P.M. PUBLIC HEARING
A. Review, consideration and possible action on an appeal filed pursuant to Elko City Code 3-2-
18(E), appealing the Elko City Planning Commission’s decision to deny Conditional Use Permit
No. 4-25, filed by The Church of Jesus Christ of Latter-day Saints, which would allow for a golf
net ranging from 25 feet to 127 feet in height to be installed on a parcel within a C- General
Commercial zoning district abutting a residential zoning district, specifically at 2102 Ruby Vista
Drive (APN 001-564-045), and matters related thereto. FOR POSSIBLE ACTION
City of Elko Planning Commission held a public hearing on July 1, 2025, and unanimously voted
to deny Conditional Use Permit 4-25. CL
