CITY OF ELKO ARTS AND CULTURE ADVISORY BOARD REGULAR MEETING 4:30 PM, WEDNESDAY, OCTOBER 1, 2025 ELKO CITY HALL, COUNCIL CHAMBERS 1751 COLLEGE AVENUE, ELKO, NV 89801 I. CALL TO ORDER II. ROLL CALL Present: Mica Johnson, ACAB Chairperson Sharon Owen, ACAB Vice Chairperson Casey Bennett, ACAB Secretary Amy Drost, ACAB Member Absent: Marissa Lostra, Councilwoman City Staff Present: Dale Johnson, Assistant City Manager Annette Robinson, City Clerk Nichole Stephens, City Clerk Technician II III. PLEDGE OF ALLEGIANCE IV. COMMENTS BY THE GENERAL PUBLIC David Stoddard, 1300 Fairway Drive, spoke on behalf of Great Basin College and stated he was in favor of the Great Basin College art project proposal. He has known John Rice, the mastermind on the project, for about a year and said he has a beautiful creative mind, loves his community and is very involved with his community. He added the welding students at GBC are very talented, with some of their art chandeliers hanging in GBC and another at UNLV that was dedicated to the victims that lost their lives in that tragic shooting. He said having the welding students participate in something that they can be a part of every single day as they drive by to see it or take their families to it is meaningful and purposeful for our community. He added in the year he has been here he has noticed Elko is a very patriotic community and he felt the project presented fits the culture in Elko and he hoped they would vote in favor of the project. V. APPROVAL OF MINUTES A. Approval of Minutes for the September 3, 2025, Regular Session ** A motion was made by Secretary Bennett, seconded by Vice Chair Owen to approve the minutes for the September 3rd, 2025 meeting. The motion Passed. (2-0) Chair Mica Johnson and Member Amy Drost abstained from voting. October 1, 2025 Arts and Culture | Minutes Page 1 of 6  VI. UNFINISHED BUSINESS A. Review, discussion, and possible action on the Master Plan Atlas Maps 16 and 17 and matters related thereto. NON-ACTION ITEM The City Master Plan is being updated and the Atlas Maps 16 and 17 need to be updated. Atlas Map 16 is the Existing Arts and Cultural Sites and Map 17 are Future Arts and Cultural Sites. Dale Johnson, Assistant City Manager, told the board they would be meeting Friday to get the process started. B. Review, consideration, and possible award or rejection of bids concerning the 2026 Semiquincentennial Art Project, and matters related thereto. FOR POSSIBLE ACTION Secretary Casey Bennett asked Mr. Johnson to share the conversation they had regarding RDA funding. Mr. Johnson responded he had brought it up last meeting, and there were some possible funds available from the RDA for an additional project. He noted they did not know how much, but there were funds left over from he believed the Burning Man Project that was never completed, and Cathy Laughlin, City Planner had said those could come available. He added they were waiting to see what the Downtown Corridor Project costs come in at, but those funds could be available in the future. Mr. Bennett stated that in that case, he personally believed they should just go forward with the Salt Lake one since it’s very easy to get and then they could move forward with the GBC. Vice Chair Sharon Owen said her position remained to support the GBC project. Member Amy Drost said she was happy to see so many options and loved the two they had narrowed it down to. She said from the beginning, in her gut and her heart she has liked the local connection and would be in favor of GBC project for their designated funds with a potential to add or revisit other artists later. Mr. Bennett noted The Centennial Tower is a very colorful tower and he believed the Salt Lake one paired very well with it color wise. He believed they should install the GBC project as well, but there are other options. Mr. Johnson confirmed there were four locations where they could add artwork throughout the corridor. He also noted that if they chose the GBC project, they would have additional funds they could roll forward to another project in the future. Combined with other RDA funds, they may be able to purchase another piece of artwork or do another project. October 1, 2025 Arts and Culture | Minutes Page 2 of 6  Ms. Owen thanked Dale for the reminder. She added that because the GBC is under $10,000 it could also potentially allow us to provide ancillary pieces they had discussed at one point, such as a reader board to support the installation or potentially consideration for a bench or other pieces if they wish to expand on. Chair Mica Johnson said she really liked the messaging of the GBC piece itself. She liked that is had the Declaration of Independence and the Constitution on it for the Semiquincentennial and because they were celebrating the 250th anniversary of the Declaration of Independence, she thought the piece was more fitting for this than the Salt Lake piece. She said she would vote in favor of the GBC piece over the Salt Lake piece. ** A motion was made by Vice Chair Owen, seconded by Member Drost to select the Great Basin College project under the guidance of John Rice to satisfy the 2026 Semiquincentennial Art Project for the downtown corridor. The motion Passed. (3-1) C. Review, discussion, and possible action concerning the 2025 Mayor Arts Awards, and matters related thereto. FOR POSSIBLE ACTION The Mayor Arts Awards event is a two-step process. 1. Selection of an artist to create the award. 2. Selection of award recipients. The board needs to establish a date range for the nominations, along with a final submission deadline. Nomination & Selection Process: Nominations will be juried by a panel from the Office of the Mayor and the Arts & Culture Advisory Board. The jurists' names will remain confidential. Categories for Nomination: • Individual Artist • Arts Organization • Arts Education • Service to the Arts (Individual and/or Organization) Rules: • Open to all Elko County residents. • Incomplete or incorrect nominations will not be accepted. • Late submissions will not be considered. • Members of the Elko Arts and Culture Advisory Board are ineligible for nomination. • Past winners cannot be nominated in their winning category for five years following their award. Include a Description of the nominee's contributions to the arts. Supporting materials may include: o Biography or resume o Photos or examples of work o Awards, articles or reviews, letters of recommendation Ms. Johnson presented the nominations they received. For Service to the Arts, Catherine Wines. For Arts Organization, Elko County Art Club. For Arts Education, Victoria Jackson with Hanging Heart Media. She said they would need to come together as a board and nominate and individual artist since there wasn’t one nominated. Mr. Bennett stated someone he had spoken with had submitted a nomination, but it was not in the packet. He said the nominee they had chosen was Laura CdeBaca. He said she was a choreographer and did a whole bunch of dance stuff for the theater department as a whole and for different organizations. He said he did not have access to the nomination form, but he personally felt she would be a great individual for the Mayor’s Arts Award as well. Ms. Owen said two names she thought of were Alyssa Cumpton who was their muralist for Cedar Street. She also wanted them to consider Ron Arthaud, a well-known local painter whose show In Passing: Elko Plein Air was currently on display at the Northeastern Nevada Museum. She added she was glad to hear about the Elko County Art Club nomination, as she had also thought of Monica Milldrum. Ms. Johnson said she was thinking of Allie Ingels because of how hard she’s working at the college with pottery and stuff. Ms. Owen said she knew they had an organization nominated, but another group they like them to consider is the Western Folklife Center, as this year was the 40th Cowboy Poetry gathering was pretty significant. She said that might be kind of a pinnacle event to consider now or in the future. Ms. Johnson asked if they had awarded an award to the art club in the past. Annette Robinson, City Clerk responded she did not know, she would have to look in the archives. Mr. Johnson responded he did not know either. Mr. Bennett asked Ms. Johnson if thought they had nominated the Western Folklife Center. Ms. Johnson responded she did not think so. Ms. Owen noted she did not want to overstep the nominations that they received and those should be recognized first. Mr. Bennett suggested Callie Greenhaw, the Gathering Manager for Cowboy Poetry. October 1, 2025 Arts and Culture | Minutes Page 4 of 6  Ms. Drost asked if he was thinking for service to the arts. Mr. Bennet replied individual. Ms. Owen said she could see her being in that role of service to the arts too, because she thinks she does both. The board continued to discuss the individual artist nominations. ** A motion was made by Vice Chair Owen, seconded by Secretary Bennett to select the following indiviuals for the Mayor's Arts Awards 2025: Individual Artist, Laura CdeBaca Arts Organization, Elko County Art Club Arts Education, Hanging Heart Media with Victoria Jackson Service to the Arts, Catherine Wines The motion passed unanimously. (4-0) VII. REPORTS Ms. Owen reported Poe and Pints with Silver Stage players would have their opening night tomorrow and it runs over two weekends at the DLC. She said the Ghost Tours are coming back and they’re partnering with the Elko Area Chamber this year and would be on October 23rd, 24th and 25th, and there were lots of area events for Halloween and Nevada Day coming up. Mr. Bennett reported the Elko High School and Adobe Middle School would be hosting an orchestra concert at the Elko Performing Arts Building on October 8th beginning at 6 o’clock. The Community Concerts Association was going to be hosting their first concert, a James Garner tribute to Johnny Cash on October 9th. Tickets would be $20 at the door, or a season pass could be purchased at elkoconcert.com. He added the pumpkin festival was happening October 11th and 12th. Ms. Drost reported the National Honor Society for Elko High was doing a Halloween carnival on October 31st from 2:30 to 5:30 p.m. at the Elko High School old gym. It was a five-dollar entry or three dollars with one canned food item, and the proceeds and canned food were being donated to the Moses Foundation to help foster youth. Mr. Bennett added the haunted house at the Commercial Hotel would be opening again very soon and to keep an eye out. VIII. SCHEDULE THE NEXT MEETING ** A motion was made by Secretary Bennett, seconded by Vice Chair Owen to schedule the next Arts and Culture Advisory Board Meeting for Wednesday, November 5th starting at 4:30 p.m. at Elko City Hall.
