Chair Mica Johnson called for public comment and did not receive a response.
V. APPROVAL OF MINUTES
A. Approval of Minutes for the November 5, 2025, Regular Session
** A motion was made by Secretary Bennett, seconded by Member Drost to approve the
minutes.
The motion passed unanimously. (4-0)
VI. UNFINISHED BUSINESS
B. Update on the Mayor Arts Awards to be presented at the December 9th, 2025 City
Council meeting, and matters related thereto. INFORMATION ONLY, NON-ACTION

Dale Johnson, Assistant City Manager, reported he had reached out to Alyssa Cumpton and she
had brought in the artwork she had submitted. He said he had placed it on the City Council Agenda
on December 9th at 4pm. He added the pieces were assigned at random.
C. Update on the Semiquincentennial Agreement between Great Basin College and City of
Elko, and matters related thereto. INFORMATION ONLY, NON-ACTION ITEM
Mr. Johnson reported Great Basin College had went to the County Commissioners and were
approved for an additional ten thousand for that project, noting they should be able to fund the
additional interactive elements, such as reader boards.
D. Update on the Election of Officers for the Arts and Culture Board, and matters related
thereto. INFORMATION ONLY, NON-ACTION ITEM
Mr. Johnson said he would bring the bylaws that were approved by City Council in 2024 to the
next meeting for discussion and approval.
E. Review, discussion and updates from Sharon Owen and Casey Bennett on the City
Master Plan Revisions, and matters related thereto. INFORMATION ONLY, NON-
ACTION ITEM
Marissa Lostra arrived via GoTo 4:46 pm
Vice Chair Owen reported Mr. Bennett, Mr. Johnson, Cathy Laughlin and herself had met just prior
to Thanksgiving recess to touch base on the strategic plan review for the arts and culture group.
She added what they had in front of them was a draft (included in the minutes packet) and a way
for them to navigate through the chapter that belongs to the advisory board. She said today was
really just a reminder that they need to undertake the activity and find a good path through January.
Mr. Johnson suggested everyone go through the schedule and they could discuss any comments at
another meeting.
Secretary Casey Bennett noted he had already made some comments on the plan itself, such as a
few grammatical things, outdated projects and outdated community organizations. He asked if
anyone had any ideas that could be placed on the plan to let them know, as they were trying to get
everybody involved as much as they can to highlight the arts and culture within Elko.
A. Review, discussion, and possible action concerning an additional Semiquincentennial
Art Project Award for the corridor and proposed funding source, and matters related
thereto. FOR POSSIBLE ACTION
Councilmember Marissa Lostra reported she had made a brief presentation to the Chamber and
discussed with them the potential of a second art piece. She said they have her doing a full
presentation for their Board of Directors on December 16th. At that time, they will vote and give a
final determination by the end of that day to see if they would like to use the leftover Downtown
Business Association funds to fund that second project in full.

VII. NEW BUSINESS
A. Review, discussion, and possible action concerning the 2026 Mayor Arts Award draft
schedule, and matters related thereto. FOR POSSIBLE ACTION
Mr. Johnson stated Ms. Owen came up with the proposed draft dates for the Mayor Arts Awards,
and he had also put one together that was a little bit more lenient (included in the minutes packet).
He noted the city staff proposed schedule would give a little more time throughout the year to
engage things, and it would give them a little more time if they don’t have enough submittals to
request more.
Vice Chair Owen said she thought it looked really good, and the end goal was trying to align with
Arts and Humanities Month in Nevada.
Chair Johnson said that was a really smart idea and she like the city staff proposed schedule a little
more.
** A motion was made by Vice Chair Owen, seconded by Secretary Bennett to approve
and adhere to the proposed schedule from city staff for 2026 and potentially years thereafter
for the Mayor's Arts Awards schedule.
The motion passed unanimously. (5-0)
VIII. REPORTS
Secretary Bennett reported that the Elko High School Performing Arts Building would be hosting
Laughing All the Way with Hank Smith, John Bytheway and Friends on December 5th. He added
Livingstone Church would be doing their Christmas service there on December 14th. Elko En
Pointe will be doing their Christmas recital on the 20th and will be closing their doors after due to
lack of kiddos, and the Elko Community Orchestra has their Christmas concert on December 17th
at five o’clock.
Chair Johnson reported this coming weekend was the Senior Center’s Christmas Bazaar at the
Convention Center.
Vice Chair Owen reported the Festival of Trees started today and ran through Saturday at the
Convention Center, and Ghost Light’s production of The Trial of Ebenezer Scrooge opens
tomorrow.
Councilmember Lostra reported the Snowflake Festival would be going on downtown on Saturday,
December 13th. There would be live performances, the parade of lights and Santa’s Workshop.

IX. SCHEDULE THE NEXT MEETING
** A motion was made by Secretary Bennett, seconded by Chair Johnson to schedule the
next meeting for January 7th, 2026.
The motion passed unanimously. (5-0)
X. COMMENTS BY THE GENERAL PUBLIC
Chair Johnson called for public comment and did not receive a response.
There being no further business, the meeting was adjourned at 4:58 pm.
