The meeting was held in the council chambers, 1751 College Ave., Elko. This meeting was called to order by Mayor Reece Keener. CALL TO ORDER The Agenda for this meeting of the City of Elko City Council has been properly posted for this date and time in accordance with NRS requirements. II ROLL CALL . Presentation by Duncan Golf Management (DGM) regarding the Golf Management Agreement between the City of Elko and DGM, including discussion regarding Article 14, "Provisions Related to the Extension of this Agreement," and matters related thereto. FOR POSSIBLE ACTION Scott Wackowski, Duncan Golf Management, gave a presentation. Wil Moschetti said we have a lot of deferred maintenance at the golf course. He read a few recommended maintenances from the Golf Course Superintendents Association of America. What do you envision for capital expenditures? Is that part of your plan? We have a bunch of old equipment and most of it is still running. In the past we ran a number of golf tournaments and brought in a lot of money to the community. The tournaments were popular. His biggest concern is the capital. When the mowers die, where are the new ones coming from? Mr. Wackowski said the capital equipment needs more discussion about how it is funded. The maintenance equipment still needs a formal inventory. He wasn't sure where the numbers Mr. Moschetti was quoting came from. DGM is proposing to manage the golf course. We are going to work for the City of Elko. Our vision is that everything remains the City of Elko's ownership. VI. NEW BUSINESS A. Review, discussion, and possible direction to Staff regarding Duncan Gold Management's request to extend the Agreement for five (5) years, to include the transfer of Golf Course Maintenance responsibilities to DGM, and matters related thereto. FOR POSSIBLE ACTION Article 14 of the current agreement envisions two (2) scenarios at the end of the initial term (December 31, 2022). Scenario one (1) envisions Duncan Golf Management requesting an extension of up to five (5) years, under similar terms of the current agreement (the City continues to perform Golf Course maintenance). Scenario two (2) envisions an extension, including revisions to the current agreement wherein Golf Course maintenance is transferred to DGM. If the City Council desires Scenario 2, the entire agreement will be renegotiated and modified to address specific issues which are not part of the current agreement. Scenario 2 requires time to negotiate and bring back a proposed agreement prior to the end of the initial term. CC Curtis Calder, City Manager, explained we approved this agreement back in early 2021 after a change in the golf management. The previous golf manager gave us notice before his contract expired. We were pressed on time to go through the RFP process but we do go through it and we selected Duncan September 13, 2022 City Council | Minutes Page 2 of 4  Golf Management. As we went through the negotiations we arrived at an agreement that spelled out all aspects of the golf course with the exception of the maintenance. This is before Council now because of you want to exercise the option that is available, this agreement may be a starting point but a new section will need to be added regarding maintenance. It will take time to work through that and employee issues. We have some full-time employees that work there that can transition to other positions if they want to. The presentation gave the basic details of what will be negotiated. There will be an impact on the golf course fund, which is still an enterprise fund. We have seen increases in revenue and expenses have remained static. The expenses have remained static mainly due to the difficulties they have had in hiring staff. James Wiley, Parks and Recreation Director, stated it has been a struggle. We have had a vacancy in the full-time staff for the last 4 seasons. They just filled it. The seasonal staff used to be a reliable bunch but COVID destroyed that. He has had to bring other staff to the golf course to help out. Staffing has been the biggest challenge and the largest reason we are behind on the maintenance. The staff he does have do a great job and are dedicated to the course. Mayor Keener read some letters into the record. He has not been able to golf in the last 2 years but he did get to attend a dinner event there and the food was good and they were very well taken care of. Kevin Dorr, 2370 Khoury Land, said he has been golfing here for 35 years. He said Duncan has had a hard time finding people to work. The kids that they have taking care of tee-times are more interested in TikToks than announcing the times. He was not in favor of Duncan Golf's Management. Greg Martin, 1362 Primrose Lane, agreed with what others have said. He felt the City has dropped the ball at the golf course. The City hasn't put anything into the golf course. The City needs to recognize the investment of the golf course. Mayor Keener pointed out that the City has invested a lot into the golf course. The irrigation system was over $2 million. Mr. Martin stated he was referring to the clubhouse and facilities. Chris Johnson, 123 Woods Court, thanked Council for having this meeting early. He would like to see a balance sheet for Ruby View and where we want to be in 5 or 10 years from now. How can we secure rates? We want to see the condition of play improved. Duncan is listening to these comments and should be given an opportunity to do better. He would like to see another meeting where we talk about these things further. Mayor Keener asked Mr. Johnson if he was in the position of putting it out for RFP again. Mr. Johnson answered not necessarily. He would like to confirm the balance at Ruby View Golf Course. He has an idea of what the ending fund balance is. The City needs to apply to the golf course the things that have made the other departments successful. We know that hiring employees is tough. We need to get the best equipment so we can maintain with fewer employees. Mayor Keener said we are nearly out of time and he was leaning towards scheduling another meeting. Is everyone on board to table this? Councilman Morris said the presentation Duncan gave was impressive but without money and equipment there is no way they can do it. Right now, they are in charge of the clubhouse and restaurant and they didn't deliver on what they promised. He was not in favor of extending another 5 years. Councilman Stone agreed this should be tabled. He wanted to know how the current employees will be addressed. Councilwoman Simons thought Duncan should be given an opportunity to reply. ** A motion was made by Council Member Simons, seconded by Council Member Morris to table this item until an additional meeting can be scheduled during a regular meeting.
