MABE Meeting Minutes July 27, 2021 In Attendance: Absent: Others in Attendance: Lori Sifford Jim Freeze Dave Friedman, EEMA Darrell Gibble Floyd Jennelle Jack Stewart, Borough Council Steve Keech Charlotte Gehman Keith Showalter, Systems Design Engineering Stephen Kalis, Fox Rothschild, telephonic Meeting called to order at 7:00p. Approve Minutes of June 27, 2021, Board Meeting – Motion by Darrell to approve the Minutes of the June 27, 2021, Board Meeting. Second by Steve. Motion approved. Public Comment Merle Stoltzfus – Merle came to discuss grant money that has been awarded to Elverson Borough and to discuss options for using the money to support an MABE project in combination with a future grant. Merle suggest MABE appoint a subcommittee with Borough Council to discuss options. Merle believes any project should support growth and benefit all residents of the Borough. Darrell and Steve agree to serve on the subcommittee. Keith, Dave, and John will offer suggestions and guidance to Steve and Darrell. Correspondence/Communication 125 Park Avenue – Review and discussion of official request for EDU reduction. Charlotte has requested that Kraft Codes inspect the property and she is still waiting for confirmation on payment plan from the property owner. Operator’s Report Daily flows are still down averaging 74,000 gallons a day. Just over two million gallons. No violations. One UV sensor will need to be replaced. John will seek a quote. Corbett spare pump was received and is being stored. Received two VFD failures for one of the blowers linked to the generator testing. John is working on adjustments. Inserts have been placed in the manholes that had been special ordered. Engineer’s Report EUMC Subdivision – PA Small Water & Sewer – Bids have still not been sent out. Dave and John are concerned that the weather in fall may not be agreeable to taking down the tanks for cleaning and painting. Board decides to wait until 2022 to complete the work. John recommends June or July. Keith will confirm that the grant allows enough time to delay the work. Blue Rock Project – Requested Construction certification from DEP. Corbett Easement – Paving work has yet to be scheduled. EEMA is finalizing the panel upgrade and painting. Board agrees that they would like the project completed by September 15th and Keith will communicate that to the developer. Easement Plans/Right of Way Project – No new work has been done on this project. Capital Improvement Plan – Keith reviewed the draft revised plan. Dave and John discussed the newer requirements for reporting total nitrogen and how that could affect the growth needs of the plant. Thiel Project – Waiting for DEP planning module exemption approval. Solicitor’s Report No report. Old Business Customer Payment Options – Still being explored. New Business Treasurer’s Report Approve Checks – Motion by Darrell to approve the payables for July as presented. Second by Steve. Motion approved. RKL Audit – Board members acknowledged receiving the draft audit. Lori will do a final review and finalize the audit with RKL.
