Mayor Robertson – BLM Representative - Discussion Only – Presentation regarding the Bureau of Land Management’s Garnet Hill Recreation Area Management Plan project. 2. Mayor Robertson - Discussion/For Possible Action – Approval to participate in the Garnet Hill Recreation Area Management Plan project’s Recreation Area Management Plan (RAMP) and Environmental Assessment (EA) as a cooperating agency. 3. Mayor Robertson – Discussion/For Possible Action – Approval to host Nevada League of Cities and Municipalities retreat in June 2023, exact dates to be determined. 4. Councilman Carson – Discussion/For Possible Action – Instruct Public Works Supervisor and Street Lead Person to identify two (2) miles of high traffic roads in need of cold lay chip seal, to be completed in 2023 and funded by Community Service Funds not to exceed $300,000. 5. Councilman Alworth – Ely Shoshone Tribe representative – Discussion Only – Review of Ely Shoshone Tribe’s request for a $260,000.00 donation to complete its Life Center. 6. Councilman Alworth – Ely Shoshone Tribe representative – Discussion Only – Review of Ely Shoshone Tribe’s request for a $300,000.00 donation to complete its Townhouse Project. 7. Councilman Alworth – Councilwoman Elliott– Discussion Only – Update on Porter Group efforts on the City of Ely’s behalf to secure federal and State funding. 8. Councilwoman Williams-Harper – Discussion Only – Update on the RAISE grant for $45,000,000 to open the Nevada Northern Railway for freight traffic from Ely to the transcontinental railroad interchange at Shafter a distance of 121 miles. 9. Councilwoman Williams-Harper – Discussion/For Possible Action – Grant the Nevada Northern Railway Foundation $25,000 to pay the National Rail Consulting Group to write a RAISE Grant for $45,000,000 to open the Nevada Northern Railway for freight traffic from Ely to the transcontinental railroad interchange at Shafter, a distance of 121 miles. 10. Councilwoman Williams-Harper – Discussion/For Possible Action – Approval of support letter from the City of Ely to Pete Buttigieg, Secretary of Transportation, U.S. Department of Transportation, in support of the RAISE Grant to open the Nevada Northern Railway for freight traffic from Ely to the transcontinental railroad interchange at Shafter, a distance of 121 miles. 3 The City of Ely is an equal opportunity provider and employer. 8. ADJOURNMENT: THE MEETING MAY BE ADJOURNED BY APPROPRIATE MOTION OF THE CITY COUNCIL. * Open session – Action/Discussion – Personnel** The meeting may be closed by appropriate motion for the purpose of discussion on any matter allowed under N.R.S. 241.031 and 241.033, (1) nothing contained in this chapter prevents a public body from holding a closed meeting to consider the character, alleged misconduct, professional competence or physical or mental health of a person/employee. (2) A public body may close a meeting upon a motion, which specifies the nature of the business to be considered. (3) This chapter does not: (a) Apply to judicial proceedings. (b) Prevent the removal of any person who willfully disrupts a meeting to the extent that its orderly conduct is made impractical. (c) Prevent the exclusion of witnesses from a public or private meeting during the examination of another witness. (d) Require that any meeting be closed to the public. (e) Permit a closed meeting for the discussion of the appointment of any person to public office or as a member of a public body. (4) The exception provided by this section, and electronic communication, must not be used to circumvent the spirit or letter of this chapter in order to discuss or act upon a matter over which the public body has supervision, control, jurisdiction or advisory powers.
