Mayor Robertson – Mishon Hurst, Deputy Executive Director, Nevada Rural Housing – Discussion/For Possible Action – Approval of Resolution 2025-05 providing for the transfer of the City of Ely’s 2025 private activity bond volume cap to the Nevada Rural Housing Authority. 2. Mayor Robertson – Discussion/For Possible Action – Approval of First Reading of Ordinance 764, Bill No. 2025-04, An Ordinance amending Title 1, Administration, Chapter 6, City Officers and Employees, Section 6, Requirement to Be a Resident of White Pine County, Part 1, Purpose, and Part 2 Requirement, to bring the Ely Municipal Code into alignment with Nevada Revised Statutes 266.400 by exempting the City Attorney from the requirement that City employees reside in White Pine County. 3. Mayor Robertson – Discussion/For Possible Action – Approval to donate $10,000 to White Pine County Social Services for relocation assistance. 4. Mayor Robertson – Discussion/For Possible Action – Approval to allocate $10,000 for assistance to businesses affected by utility interruptions due to construction activities and discussion on which parameters a business must meet to apply for assistance. 5. Councilman Trask - Councilwoman Williams-Harper – Discussion Only – Update on Porter Group efforts on the City of Ely’s behalf to secure federal and State funding. 6. Councilwoman Williams-Harper – Discussion/For Possible Action – Confirmation of the City of Ely’s Consent to the representation by Thompson Hine LLP in connection with entering a wireline crossing agreement and easement with Beehive Telephone Co., Inc., Nevada and Beehive Telephone Company, Inc. concerning the City’s and the Nevada Northern Railway Foundation’s property at or near Nevada Northern Railway Track Mile Post 7. Council Members - City Attorney Arabia - Discussion/For Possible Action - Approval to grant the releases set forth in Exhibit K Subdivision Participation and Release Form for the Purdue Bankruptcy - Sacklers Settlement Opioid Litigation Settlement Estimated Allocation in the amount of $2,152.50 to the City of Ely. 8. Council Members – City Attorney Arabia – Building Official Hendrickson – Discussion/For Possible Action – Update on implementation of Resolution 2025-03, a Resolution Revoking White Pine Mobile Park’s business license with possible Council direction regarding further action necessary. 9. ADJOURNMENT: THE MEETING MAY BE ADJOURNED BY APPROPRIATE MOTION OF THE CITY COUNCIL. * Open session – Action/Discussion – Personnel** The meeting may be closed by appropriate motion for the purpose of discussion on any matter allowed under N.R.S. 241.031 and 241.033, (1) nothing contained in this chapter prevents a public body from holding a closed meeting to consider the character, alleged misconduct, professional competence or physical or mental health of a person/employee. (2) A public body may close a meeting upon a motion, which specifies the nature of the business to be considered. (3) This chapter does not: (a) Apply to judicial proceedings. (b) Prevent the removal of any person who willfully disrupts a meeting to the extent that its orderly conduct is made impractical. (c) Prevent the exclusion of witnesses from a public or private meeting during the examination of another witness. (d) Require that any meeting be closed to the public. (e) Permit a closed meeting for the discussion of the appointment of any person to public office or as a member of a public body. (4) The exception provided by this section, and electronic communication, must not be used to circumvent the spirit or letter of this chapter in order to discuss or act upon a matter over which the public body has supervision, control, jurisdiction or advisory powers.
