Emporia City Council held a meeting on Tuesday, July 18, 2023, at 6:30 p.m. in the Council Chambers of the Municipal Building, located at 201 South Main Street, Emporia, Virginia. Dr. Carolyn S. Johnson, III, City Manager SUBJECT: Boards and Commissions- Various Term Expirations ITEM: 23-71 The City of Emporia has several members on its Boards and Commissions whose terms will expire soon. As such, they are as follows: Social Services Board - On June 30, 2023, Council Member Mark Lily's term on the Social Services Board will expire. He is currently filling an unexpired term and wish to be considered for reappointment for a full four-year term with an expiration date of June 20, 2027. (Completed) Planning Commission - On June 30, 2023, Mr. John Kinsey and Rigsby Wickham's four (4) year te1m on the City of Emporia's Planning Commission will expire. Mr. Wickham has indicated that he does not wish to be considered for reappointment. Mr. Kinsey has indicated that he does wish to be considered for reappointment. (Mr. Wickham only) Southside Community Criminal Justice Board - On June 30, 2023, the 4-year terms of Mr. William W. Robinson, III, Council Member Mark Lilly and Dr. Kelvin Edwards on the Southside Community Criminal Justice Board will expire. Mr. Robinson and Dr. Edwards have indicated that they do wish to be considered for reapp ointment. Council Mem ber Lily has indicated that he does not wish to be considered for reappointment. Woolridge, County Administrator� DATE: August 2, 2023 RE: Courthouse Columns & Portico ITEM: 23-87 Over the last several months, Greensville County has made numerous attempts to secure a construction firm through the Request for Proposal (RFP) process to address the structural issues of the Courthouse columns. The first RFP was issued on January 24, 2023, with the second being issued in March 2023. During the first and second RfPs, the County advertised in newspapers in the Richmond, Northern Virginia, Tidewater, and Roanoke areas. Additionally, the County circulated the RFP among 90+ licensed contractors listed with the Department of Historic Resources. An on-site meeting was scheduled as part of the RFP process. Regrettably, during the first RFP, no one attended the initial meeting. During the second RFP, the County received interest from two vendors, both of whom participated in the on-site meeting but subsequently declined to submit a proposal. When the third RFP was issued in April, 2023, the County expanded our advertising to include the Raleigh, North Carolina area. The County again contacted the remaining contractors on the Department of Historical Resources vendor list. Despite following up via phone call and email with anyone who had expressed interest in the previous RFPs, no one attended the on-site meeting, and no proposals were received. In late May 2023, the County contacted Heartland Construction as they are working on the Southampton County Courthouse restoration projection in Courtland, Virginia. From our initial observations and conversations, it was clear that Heartland Construction possesses the necessary skills and expertise to handle such a complex and historically significant project. Heartland Construction expressed an interest in the Greensville County Courthouse project and a willingness to move forward with bringing staff onsite to investigate the columns and review the work that needed to be completed. Joshua George, Building and Fire Code Administrator, Matthew Bullock, Maintenance Supervisor, and myself, met with Heartland's leadership team on Wednesday, May 31, 2023 at the County Administrative Building. During this meeting, we presented an overview of the project and reviewed historical architectural/engineered drawings. Johnson, III, City Manager SUBJECT: Funding Request from The Hard Knocks 4 Life Foundation ITEM#: 23-101 The Hard Knocks 4 Life Foundation is a 50lc3 Nonprofit Organization providing support and mentoring services to the youth in the Juvenile System, Public School System, school for trouble youth and At-Risk Youth as a whole. There are currently 20 youth enrolled within the program. The program needs 20 computers and 20 tablets totaling $7,600 to provide an exceptional learning environment at HK4L. Recommendation Staff recommends the approval of the attached ordinance.
