Page 2 of 15 Malley Center Trust Fund – Meeting Memo To: Malley Center Trust Fund Trustees From: Board Administrator Debby Severa Date: July 29, 2026 RE: Malley Center Trust Fund Meeting – Action Summary This memo provides summaries of items pending before the Malley Center Trust Fund, as well as requested actions for each agenda item. Agenda Item 5a: Approval of Minutes – May 4, 2026 Summary: Review and approve the minutes of May 4, 2026, Malley Center Trust Fund meeting. Requested Action: Vote Agenda Item 7a: Election of Officers Summary: With the resignation of Chairperson Mitch Waldman, Trustees will need to elect a new Chairperson and Vice Chairperson of the Malley Center Trust Fund. Requested Action: Vote Agenda Item 7b: Malley Trust Fund Balance/Donation Pace: How often does the Trust Fund receive donations? Summary: Senior Services Recreation Manager Nancy Baum will review the pace at which donations have been made to the Trust Fund since 2016 to provide a picture into how the fund has been replenished with donations over the past 10 years. This information will help to inform future enhancements and provide a clearer picture of the fund accruals from a donation standpoint. Requested Action: No action required. Page 3 of 15 Agenda Item 7c: Review of Malley Wellness Insurance Programs: How reimbursement works with Wellness Insurance Plans. Summary: The Malley Recreation Center offers Wellness Insurance Plans that offer benefits such as free memberships to help keep their members healthy and active. Recreation Supervisor Shelly Fritz-Pelle will explain the basics behind these programs and how they work in tandem with other Malley memberships and programs. Requested Action: No action required. Agenda Item 7d: Malley Fall Open House Summary: Following a refresh of the Malley Recreation Center’s fitness amenities, Malley will highlight fitness programs, new equipment and classes the week of 9/14. The overarching goal is to increase membership and market the refresh to help bring older adults to Malley. Requested Action: No action required. Agenda Item 8a: Malley Furniture Quote Review Summary: Senior Services Manager Nancy Baum will re-visit this project and review three quotes for the furniture project. Requested Action: Vote whether to use Malley Trust Funds for the Malley Furniture Project Agenda Item 8b: Age Friendly Action Plan Status Summary: Staff will review the different positions on the Malley Center Trust Fund and the responsibilities that coincide with the positions. Note on interest: The City's cash and investments are combined into a single pool and invested in accordance with the City's investment policy. The policy is approved by the City Council. The policy allows investments in securities guaranteed by the U.S. Government (Treasury Bills; Treasury Notes; Federal National Mortgage Association (FNMA); Federal Home Loan Bank (FHLB); Federal Home Mortgage Corporation (Freddie Mac); etc. and highly rated commercial paper. Net investment earnings (after bank fees) from the combined investments are allocated monthly to each fund based on the month-end average balances of cash and investments. The City adjusts its investments to market value at month end which may result in unrealized gains and losses that are record ed as interest income. This can cause shifts in interest income from month to month if significant changes in the market occur near, or at, month end.
