Special Election to be held on January 31, 2026, for the purpose of electing a Mayor
to fill a vacancy for an unexpired term ending May 2027; designating polling locations;
designating filing deadlines; authorizing the City Secretary to contract with Ellis
County Elections for election services; and ordering a Notice of Election to be given
as prescribed by law.

BACKGROUND INFORMATION:
On October 7, 2025, Mayor Kameron Raburn declared his candidacy in the March 3, 2026, Ellis
County Primary Election for the office of Ellis County Judge, thereby constituting an immediate,
automatic resignation, pursuant to Article XVI, Section 65(b) of the Texas Constitution. This
resignation results in a vacancy for the remainder of the term expiring May of 2027.
Texas Constitution Article XI, Section 11 provides that vacancies in cities with terms of office greater
than 2 years must be filled by a majority vote of qualified voters in a special election within 120 days
after the vacancy occurs. The election will be held on January 31, 2026. Mayor Raburn will remain
as the seated Mayor until the election results are canvassed.
FINANCIAL IMPACT:
The City Secretary's office provides a budget for annual election services.
RECOMMENDATION:
Staff recommends approval.
