ENNIS CITY COMMISSION AGENDA SUMMARY FORM To: City Commission Subject: Discuss and consider approval of a Resolution canvassing the results of the General Election held on May 3, 2025 for the purpose of electing a City Commissioner Ward 3 for a three (3) year term. Meeting: ENNIS CITY COMMISSION SPECIAL MEETING - 13 May 2025 Department: City Secretary Staff Contact: Angie Wade, City Secretary BACKGROUND INFORMATION: A General Election was held on May 3, 2025 for the purpose of electing a City Commissioner Ward 3 for a three year term. Incumbent Commissioner Scott Hejny received a majority of the votes cast. The Official Results will be presented to the City Commission for review and approval by resolution. At the May 20th City Commission Regular Meeting the Certificate of Election will be presented to Commission Hejny and the Oath of Office will be administered by Mayor Raburn. RECOMMENDATION: Staff recommends approval. ATTACHMENTS: RESOLUTION NO.-Canvassing of Election - Pdf Page 2 of 4 B.1. RESOLUTION NO. A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF ENNIS, TEXAS, CANVASSING AND DECLARING THE RESULTS OF THE MAY 3, 2025 GENERAL ELECTION HELD FOR THE PURPOSE OF ELECTING A CITY COMMISSIONER WARD 3 TO SERVE A THREE YEAR TERM EXPIRING MAY 2028, AND PROVIDING AN EFFECTIVE DATE. BE IT REMEMBERED THAT on this 13th day of May, 2025, at a meeting of the City Commission of the City of Ennis, Texas, a quorum to canvass being present, the meeting was called to order and the following business was transacted: CANVASS OF RETURNS AND DECLARATION OF RESULTS WHEREAS, the City Commission of the City of Ennis, Texas, ordered a General Election to be held in the City on May 3, 2025, for the purpose of electing a City Commissioner Ward 3 and a City Commissioner Ward 5 to serve three (3) year terms, expiring May 2028; and WHEREAS, at the March 4, 2025 Ennis City Commission meeting the City Secretary presented a Certification of Unopposed Candidate certifying that the candidate for City Commissioner Ward 5 was unopposed, Commissioner Eric Pierce was declared elected, and the election for Commissioner Ward 5 was cancelled; and WHEREAS, the Presiding Judges and other officials holding the election for City Commissioner Ward 3 have made their returns of the results to the City Commission as follows, and as shown in "EXHIBIT A", and said returns being made according to law, and duly authenticated, and it being shown that written notice of said elections were posted for the time and in the manner provided by law, and all other proceedings pertaining to said elections having been shown to have been done and performed at and within the manner provided by law, and all papers pertaining thereto having been returned and filed with the City Commission and no protest or objection being made to or regarding any matter pertaining to said election; and That the tabulation of votes cast for the office of City Commissioner Ward 3 are as follows: RACHAEL SKINNER 12 SCOTT HEJNY 114 Page 3 of 4 B.1. It appearing that SCOTT HEJNY received a majority of all votes cast for all the candidates for the office of City Commissioner Ward 3, is hereby declared to be elected to the office to serve a three (3) year term after qualifying. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF ENNIS, TX: SECTION 1. That all of the findings contained in the preamble of this Resolution are found to be true and are adopted as findings of fact. SECTION 2. That upon a motion by ___________________________, and a second by ______________________________, it was unanimously ordered that the City Commission consider the official returns of the elections held in the City on the above-mentioned date for the election of City Officers. IT IS FURTHER ORDERED that this canvass and declaration of results of said election be entered in the Minutes of the City Commission, and that said Officer, after they have qualified and taken their Oaths of Office, shall serve during the term commencing May 13, 2025, and thereafter until their successors are duly elected and qualified. This Resolution, declaring the results of the election, shall become effective immediately after its passage.
